USA NSDI Vision • Many organizations / people working towards a common goal: A geographic information resource for the 21st Century • Current and accurate geographic information is readily available locally, nationally, and internationally… • Improved public and private sector application and use of geospatial data and better decisions and decision making

  4. Business Reason • Spatial Data is a national capital asset • NSDI helps reduce duplication and avoid redundant expenditures • Accelerate Electronic Government and Commerce and improve citizen and customer service • Many applications are dependent upon accurate spatial data

  5. The NSDI • OMB Circular A-16 and EO 12906 • Develop and implement spatial data resource for nation • Reduce duplication of effort • Promote effective management by all levels of government • Improve the acquisition, distribution and use of geographic information • Stakeholder collaboration - public private partnerships (State, local, tribal, Pvt, Academic) • Federal leadership provided by the FGDC

Fundamental Tenets of the NSDI (Business Practices) Seek incentives not mandates Distribute power and function Build on trust, credibility, and common shared interest, not a hierarchy of control Implement and govern by consensus National standards designed to support and guide agency and local actions

The NSDI • Key Components • METADATA documentation • CLEARINGHOUSE (Catalogue) for discovery and access • Interoperability STANDARDS for data and technology • Core set of nationally consistent FRAMEWORK data • Coordinated logically-consistent collections of other GEODATA • Collaborative PARTNERSHIPS

  9. NSDI STRATEGY Goal 1--Increase the awareness and understanding of the vision, concepts, and benefits of the NSDI through outreach and education. Some Activities: NSDI Communications Toolkit FGDC Electronic Metadata Workbook Training and Implementation Assistance Newsletters Websites

  10. NSDI STRATEGY Goal 2--Develop common solutions for discovery, access, and use of geospatial data in response to the needs of diverse communities. Some Activities: Metadata extensions ISO Metadata Clearinghouse development OGC Interoperability Specifications Web Mapping and Clearinghouse Integration

  11. NSDI STRATEGY Goal 3--Use community-based approaches to develop and maintain common collections of geospatial data for sound decision-making. Some Activities: Implementation-Team(I-Team) Initiative Community Demonstration Project FGDC Data Standards 15 endorsed 16 in development Framework Development NSDI Boilerplate Procurement Language Goal 4--Build relationships among organizations to support the continuing development of the NSDI.

  15. What Did We Learn? • Robust Technology (Interoperability and Open standards) is Making It Easier to Share Data • NSDI Will Be a Key Component of E-Government and E-Commerce • Much work still needed on Standards • The Barriers Are Institutional and Financial • It’s Time To Act !!

  16. A NEW PARADIGM • Directed From Bottom Up • Build on existing Public/Private Partnerships • Align Spatial Infrastructure Investments • Pool and Leverage Investments • Share Data Collections • Allocate Costs Fairly • Capture Economies of Scale
