  5. Process Control Master Plan 2018 (PCMP) This PCMP will refine and document WSD’s vision and expectations for its control systems, document the process control systems current situation, develop future process control strategies, and implementation roadmap.

WATER SERVICE’S PROCESS FACILITIES The Water Services Department process control system provides automation and monitoring of its treatment facilities • 2 Major Wastewater Treatment Plants • 4 Major Water Treatment Plants • 1 Water Reclamation Facility • A complex water distribution system comprised of 26 water zones and over 200 remote process sites • A wastewater collection system comprised of 29 sewage lift stations and 43 metering stations spread throughout 7 different cities.

  7. PROCESS CONTROL SYSTEM ARCHITECTURE • Technip’s User Configurable Open System (UCOS) Distributed Control System implemented at all plants • HSQ Miser SCADA Host with Modicon PLCs implemented for water distribution system • Campus LANs and a utility wide WAN consisting of fiber and microwave is used to connect plants/systems together. Network utilized for process control and electronic security systems • Oracle databases are used to store historical process data and associated reports are developed using Oracle tools and other third party software

PROCESS CONTROL SYSTEM HISTORY • Current process control system selected in 2001 • Staged implementation of UCOS in plants occurred between 2002 and 2013 • Current generation of Process Control Network implemented in 2012 • Internal technical staff provide support and continual enhancement/renewal of systems

PROCESS CONTROL MASTER PLAN TASKS • Process Control System Requirements Review • Current Situation Assessment • Capital Improvement Program (CIP) review for alignment with the process control system’s enhancements and renewal • Process Control ‘Request for Information’ to assess potential control system suppliers and architectures • Development of a control system ‘replacement decision matrix’, system selection criteria and replacement process

PROCESS CONTROL MASTER PLAN 2018 • Review of the current water distribution SCADA Host to assess systems migration path • Development of process control system, network, and electronic security components and planning for renewal/replacements • Assessment of Process Control Network and telemetry systems and planning for future evolvement • Perform a cyber security audit and provide recommendations for enhancements • Perform an assessment of the historical archiving and retrieval system (HARS), and provide recommendations for future project(s) to enhance the system’s functionality

New Requirement– Include the Vendor Number on the cover of the Statement of Qualifications and Bid Proposal Package/Envelope.   14. SOQ Information Sheet • Full firm company name, address, phone number, vendor number, and the name and email address of your contact person for the project. Do not include additional information. • Evaluation Criteria - including project organizational chart • Additional Content – including resumes, photos, charts, or other information • MAXIMUM Pages Permitted= 10 pages + Evaluation Criteria - including organizational chart, resumes, photos, graphs, and/or other information • Submit 8 Copies Statement of Qualifications Criteria

What WILL be Counted Toward Maximum Number of Pages: • Each side of a page with criteria information. • Pages that have photos, charts, and graphs. • What WILL NOT be Counted unless they contain information that may be considered by the selection panel): • Information Sheet, • Front and back covers, • Table of Contents, and • Tab dividers Statement of Qualifications Criteria

  16. Receipt of SOQ after the specified cut-off date and time • Too few copies of the submittal • Deposit of SOQ in the wrong location • Violating the “Contact with City Employees” policy Grounds for Disqualification
