  1. Call Mountain Wind LLCA Joint Venture BetweenCitizens Energy Corporation and Delsea Energy LLC Project Presentation to City of Bethlehem Environmental Advisory Council February 2, 2011

  2. Bethlehem Authority Project Project Overview

  3. Project Objectives • Preserve and protect the pristine water quality in the Property that supplies high quality drinking water to the City of Bethlehem customers • Plan, design, develop and construct a utility scale wind energy project which will not impact the watershed’s environment • Provide maximum financial benefits to the City and the Authority and clean renewable energy to the marketplace while keeping the Team’s social mission and environmental stewardship objectives in mind

  4. The Project • A state-of-the-art utility scale wind energy facility • Situated along the ridgelines of Call Mountain, Pohopoco Mountain and Stoney Ridge • Located on Bethlehem Authority property in Penn Forest Township, Carbon County

  5. The Project • Takes into account environmental and physical site constraints • Will have no effect on the pristine water quality

  6. Site Selection Penn Forest Township • Highest wind speeds in Penn Forest Township are at 7.2 meters/second (m/s) on Authority lands • Resources Utilized: USGS National Land Cover Database (NLCD); height contours from National Elevation Dataset 1/3 degree data (NED); Mount Pocono Metar Weibull data (10.5 km to the NNE); AWS Truewind mesoscale wind speed

  7. Wind Resource Penn Forest Township

  8. Proposed Project Layout 27 GE 1.6 MW turbines

  9. Environmental Data • A preliminary search of the Pennsylvania Natural Diversity Inventory (PNDI) records was performed for the project. Results indicate no federally listed species within the project area • Project is not designated a high-value forest block due to its historic fragmentation • Project is not considered a Priority Landscape Block, a Priority Forest Patch or a Rare Habitat by The Nature Conservancy (http://www.nature.org/wherewework/northamerica/states/pennsylvania/howwework) • Project is not included in the proposed Kittatinny Raptor Corridor (http://www.raptorcorridor.org) • Project is not identified by the Audubon Society as an Important Bird Area (IBA) (http://iba.audubon.org/iba)

  10. Compliance • Anticipate further investigation into plant, snake (the most likely sensitive species in the area) and osprey habitats • Potential impacts to these species will be resolved with the appropriate jurisdictional agency • Follow Pennsylvania Game Commission (PGC) guidelines for bird and bat surveys, species identification and impact mitigation • Clearances will be obtained from the Pennsylvania State Historic Preservation Officer on the presence of cultural resources that may be eligible for listing under the federal and state criteria for historic and prehistoric resources
