How the Freight Study was developed • Freight demands recognized as a significant challenge • Port growth • Panama Canal • NAFTA Corridors (predominantly I-81) • Growing congestion • Hours of Service regulations and truck parking • Required in TEA-21 and SAFETEA-LU • Identified in the VTrans2025 Action Plan (April 2005, p. 1) • Funded by special appropriations (2006 GA)

Scope/Content • Phase 1: Data/information assessment and analysis • Stakeholders (survey, forum, interviews, and committee) • Data/analysis (economic, commodity flow, traffic, projections, etc.) • Tell Virginia’s “Freight Story” • Identify critical needs and issues • Set the scope for Phase 2 • Phase 2: Summarize needs and issues/provide recommendations • Findings: Detailed – statewide; by mode; intermodal; and by Corridors of Statewide Significance • Introduced the Freight Congestion Index as a performance measure • Introduced a Benefit-Cost Tool • Recommendations: • Programmed near-term projects • Potential longer-term projects • Potential freight strategies
