OC Approval Item – Rescind BPS-014 WECC-INT-BPS-014 Identification of Contingency Reserve Responsibilities on tags Purpose: Identify in the e-Tag the Reliability Entityresponsible for carrying contingency reserves and theobligation amount so that all parties to the e-Tag havea mutual understanding of contingency reserve responsibilities and obligations for every interchange transaction.

  5. WECC-INT-BPS-014 • WR1. When both the Source and Sink Balancing Authorities (BAs) are within the Western interconnection, e-Tag Authors will identify • the Balancing Authority (BA) or Reserve Sharing Group (RSG) member responsible for including the transaction in their calculation of Contingency Reserve requirements. • This entity will be referred to as the “Responsible Entity”. • Only one selection can be made.

  6. WECC-INT-BPS-014 • WR1.1. The Responsible Entity shall be selected from an e-Tag Agent drop-down list populated with BAs that are party to the e-Tag and any GPE or LSE who is an RSG member that is a party to the e-Tag. The default selection is the Source BA. • WR1.2. All e-Tag services’ user interfaces will distinguish e- Tags where the source BA is not the Responsible Entity by color, font, or other means in order to clearly highlight their role to Approval Entities.

  7. WECC-INT-BPS-014 • WR2. If the e-Tag author selects an entity other than Source BA or RSG GPE, then the e-Tag author must select the reserve obligation multiplier from a drop down list on the e-Tag agent. Allowed values are 5%, 7%, or 100%. • WR2.1. The Responsible Entity in this case must increase their Contingency Reserve Obligation by the hourly Current Profile (interchange) amount multiplied by the reserve obligation multiplier. • WR2.2. The Source BA (and RSG GPE if applicable) is allowed to reduce their Contingency Reserve Obligation by the hourly Current Profile amount multiplied by the reserve obligation multiplier.

OC Approval Item Vote • Motion: Rescind WECC-INT-BPS-014 concurrent with WECC-BAL-002 Standard Implementation • A Yes Vote will indicate all reserve responsibilities will be identified strictly by the requirements in BAL-002 • A No Vote will indicate at the least WECC-INT-BPS-014 would be remanded back to ISAS for modification

Mid-Hour Curtailment SAR • Mid-Hour Curtailment Standards Authorization Request was sent to NERC • Goals to ensure the East does not automatically deny and Curtailment requests are processed correctly • NERC assigned to the team working on reviewing and revamping the current Coordinate Interchange Standards • West is invited to participate in revamping via the NERC IS • Addressing wrongful denials of curtailments within WECC requires enforcement of Regional Criteria • BPS-010 is to be reviewed

  10. Coordinate Interchange Timing Tables (Permanent) Standard • WECC Urgent Action SAR for modified Timing Tables was replaced with permanent changes to the Coordinate Interchange Timing Tables and 3 affected Standards • Vote quorum 79.74% • Vote 100% in favor of adopting the changes

WECC Interchange Tool (WIT) Phase II Update-ESWG • WIT Survey Purpose: • Encourage BA’s to verify Net Actual Interchange and Net Schedule Interchange are correct • Multiple BA’s adjacency validation now available • WIT is being loaded with inadvertent values from August to ensure calculations work correctly going forward • WECC and CERTS are working on automating Monthly Inadvertent Reporting Data uploads

WIT Survey • Joint Guidance Committee requests survey to determine BA readiness to use WIT for Real Time and ATF reports • Are all WIT users set-up properly for viewing/making changes? • Is the adjacency validation functionality being utilized? • Is WIT being checked against internal energy accounting • For NSI checkouts on Preschedule? • For NSI and NAI checkoutson Real Time Hourly and End of Day? • For ATF Checkouts?

  16. Existing NERC Standards and WECC Regional Criteria Requiring WIT INT-BPS-008-1 Dynamic Scheduling E-Tagging Requirements • WR4. The energy profile of the Dynamic Schedule tag must be updated with the final integrated energy amount (MWh), as predetermined by a single, agreed-upon source, within 60 minutes after the completion of the operation hour. • WR5. This final energy profile update must reflect the final integrated energy (MWh) for the hour. No intra-hour variable energy profile shall be indicated within the tag itself.

  17. Existing NERC Standards and WECC Regional Criteria Requiring WIT INT-BPS-016-0 Requirement to request another PSE create e-Tag WR1. In the event that the load serving Purchasing Selling Entity, or their designee, is unable to submit a Request for Interchange electronically, that party shall request that another party (defaulting to the Generation Purchasing Entity) create and cause to have distributed a Request for Interchange to the appropriate parties. WR2. Unless the tagging system of the party being requested to create and cause the distribution of the electronic Request for Interchange is inoperable, they shall not refuse the request. WR3. The Balancing Authorities shall only implement an Arranged Interchange transaction that has been or will be created via the electronic Request for Interchange, (e-Tag).
