  2. PURPOSE OF MEETING • INFORM PUBLIC ABOUT TASK FORCE • Sub-Committee of Planning Board • EXPLAIN THE STUDY PROCESS • REVIEW TASK FORCE WORK TO DATE • NO DECISION AT THIS TIME

OBJECTIVE OF TASK FORCE • TO IDENTIFY & EVALUATE CURRENT & FUTURE NEEDS OF TOWN GOVERNMENT AND BUILDING UTILIZATION FOR THE PURPOSE OF; MAXIMIZING UTILIZATION, REDUCING COSTS, PLANNING CAPITAL IMPROVEMENT, AT MINIMUM PROPERTY TAX INCREASE TO PROPERTY OWNERS. • PROVIDE THE PLANNING BOARD WITH DATA REQUIRED TO MAKE RECOMMENDATIONS TO TOWN GOVERNMENT ADMINISTRATION & LEGISLATION

  4. BACKGROUND • Town Owns 9 Major Buildings • Main Fire Station • East Wash. Fire House • Public Works Garage & Transfer Station • Old School House – Police Station • Camp Morgan Lodge • Elementary School Building • Town Hall • Old Town Garage – Half Moon Pond Rd. • Library • Maintenance, Utilities, & Insurance Costs = $ TAXES $ • Selectmen Charged Planning Board to Provide a Plan

BACKGROUND – cont. • Ancillary Town Buildings • Warming Hut – Camp Morgan Forest (CMF) – Snowmobile Club Controls & Maintains. • Camp Morgan Beach –CMF- Parks & Rec. - Town • Toilet Building • Boat & Equip. Storage (old stone bldg.) • 2 Storage Sheds • East Washington – Old School House • Historical Society Holds Deed And Maintains • Ownership reverts to town if Society Fails

TASK FORCE WORKING GROUP APPROACH • SURVEYED: Buildings & Gov’t Functions in Town • Extensive Data – Difficult to Assimilate • PROCESS: Step I -- ’09 Baseline with Department Head Step II -- Growth needs for 5/10/15 years Step III -- Integrated facilities use options Step IV -- PB Public Review & Written Plan • KEY PLAYERS – Step III & Attachment • Over 30 known Town Government persons to be involved • Public comment welcome

COMPLETION STEP II TASK • IDENTIFY & TEST 5, 10, 15 plans – All DEPARTMENTS • IDENTIFY MAINTENANCE COSTS BY BUILDING • ESTIMATE MAINTENANCE & FACILITIES PROJECTS NEEDED TO SUPPORT INFERSTRUCTURE, WITH TRADE OFFS. • INVOLVES DEPARTMENT HEADS & CHAIRS • STEP II IN PROGRESS – SOME FINDINGS IDENTIFIED

CONSIDERATIONS • Geo-Technical analysis of Town Hall & School Site (Test Drilling) • Septic capacity & Location @ Town Hall • Water supply – well condition • Historic District for protection of Town Center • Purchase of Fire Station land • Future of volunteer Fire/Rescue • Use School Gym for recreation purpose • Town wide Computer Backup – all records
