  6. National Policy • Definition of career is chosen to make a definition of CAREER GUIDANCE that is generally designed and should be used in all guidance context. • An independent and impartial career guidance is based on the needs of the individual, irrespective of his age and occupation. • The public career guidance should offer the individual tools and methods to -- seek information and knowledge and to orient themselves on education, training and labour market -- identify and articulate their needs, interests and circumstances -- make a selection of relevant measures -- make the individuals to take responsibility for their own career process -- identify opportunities to realize their ideas and meet their needs. The definition is based more closely on the individual's own needs and less from the surrounding society. Source: State Official Reports (SOU) – updated 2015

  7. National Policy (cont.) • Training for career counselors • It is important that career guidance is and will remain a special vocational university training leading to a professional qualification. • Strict requirements on the examination of professional competence for employment as career counselors within the public school system is notthe fact today. This is a huge disadvantage for career guidance in the future, with the great responsibility expected to be put on the career leaders in connection with, inter alia, lifelong learning. • The recruitment of career guidance councelors requires adequate training and education of the candidates. It is expected in the future that career counselors should have responsibility for the supervision of other staff groups in various activities. • Therefore a change is to be made on the requirement to obtain employment as a career counselor in the public school system should be the passing of a professional examination. • (SOU)

  9. Guidance ActivitiesClearly, then, guidance is much more than a face-to-face interview. Ford (2001) has identified a number of activities of guidance:• Informing• Advising • Assessing • Teaching • Enabling • Advocating • Networking • Feeding back • Managing • Innovation/Systems change • Signposting • Mentoring • Sampling work experience • Following upFew guidance services would cover all of these, but rather focus on some aspects. - One such example is found in Swedish guidance, where a wide-ranging set of ethical guidelines (see www.vagledarforeningen.org) have been adopted. They urge Swedish career guidance professionals to be proactive and stand up for the weak and the vulnerable in Swedish society. It is a ‘moral obligation’ to do so. The key concept here (in Swedish) is ‘Kompensatorisk vägledning’, i.e. guidance as societal compensation.Peter PlantCopenhagen --
