ARC OF INNOVATION’S IMPORTANCE CONTINUES TO GROW • Six of Ten Largest Public Employers in Massachusetts • From 1980 – 2005, employment rose by 56% Now 1 of 11 jobs in state • From 1980 – 2005, number of businesses doubled Now 1 of every 12 in state • From 1990 to 2000, residents grew by 12.1% Double state rate of growth • In 2005, generated $15.6 Billion in payroll 1 of 10 payroll dollars in state

GREEN INFRASTRUCTURE INITIATIVE • Green Infrastructure emphasizes green space as interconnected with development and infrastructure • Provides a regional context for conservation and development • Part of Arc of Innovation’s economic success and competitive advantage • Employer location decisions • Quality of our workforce • Recharge of our water supply

GREEN INFRASTRUCTURE INITIATIVE • Commissioned studio with UMass School of Landscape Architecture and Regional Planning in Amherst • Identify and map protected open space and greenways • Issue comprehensive report on: • Green infrastructure and impact with economic development • Develop toolkit/resource guide for municipalities • Work with Medfield and Marlborough to examine: • Protected open space, development, and natural resources • Provide analysis and recommendations to integrate green infrastructure into open space planning

  8. 495/METROWEST WATER RESOURCE STRATEGY • Funded by congressional appropriation • Collaboration with MAPC • Addresses water supply, wastewater treatment, & stormwater runoff • Water Marks 495 provides regional analysis • Water Smart Indicators will provide community-specific projections

  9. 495/METROWEST WATER RESOURCE STRATEGY • Issued Guide to Water Reuse in Massachusetts • Intel Massachusetts • Built water treatment facility for industrial cooling water • Now reuse of 225,000 gallons/ day & 82 Million gallons / year • Boosted production 50% while decreasing discharges to municipal plant • Reclaimed 90% of phosphorus used in manufacturing process

WATER RESOURCE CONSTRAINTS NEED TO BE ADDRESSED BY… • Working with all constituencies on water withdrawal issues • Creating incentives for adoption of water reuse and low impact development practices • Offering state financing for municipalities addressing water treatment mandates and aging water infrastructure

  11. ACCOMPLISHMENTS OF PATRICK-MURRAY ADMINISTRATION • Improving coordination of energy & environmental agencies, programs, and policies • Participating in Gov. Patrick’s Development Cabinet • Overhauling permitting processes with input from all constituencies • Committing to increased resources for open space - at least $50 Million annually • Encouraging renewable energy industry

STATE & REGION MUST ADDRESS CONSTRAINTS TOGETHER • Acceleration of region’s economic importance to Commonwealth • Recent projections that the region will be among fastest-growing in population & employment • Increasing competition from other regions, both nationally & internationally • State focus must include region’s perspective and needs
