    7. B, B & S Financial Responsibility The Course Director can delegate authority. They cannot delegate responsibility.

    8. B, B & S Primary Financial Goal Every Wood Badge course should be self supporting. The course should not make a significant profit or incur a loss.

    9. B, B & S Other Financial Criteria Provide high value to participants. Keep course fees reasonable. Staff members are responsible for their expenses. Optional WB items are not part of participant fees.

    10. B, B & S Optimistic Otto Principle Use a conservative participant number when preparing the budget.

    11. B, B & S Troubled Tom Principle Be very thorough in preparing the budget.

    12. B, B & S Corollaries to Troubled Tom Principle Include a contingency of at least 10% Identify all costs & determine if they are fixed or variable. Carefully determine items that need to be purchased. Identify other sources of income. Review and fine tune budget. Revise budget 1-2 months prior to course when attendance is better known.
