General Information Economic and Marketing Feasibility of Investment in Bangladesh has been identified · Bangladesh provides an investment friendly environment · It has a growing market of 140 million people · The labor cost of the country is cheap ·  It has huge unexploit natural resources ·  Macro economic stability is prevailed in the country · A good number of graduates in the field MBA, CA. ICMA, Engineers, IT experts, and technicians are entering into the job market every year. · Law and order situations are improving · People are by nature more friendly and hospitable · Govt. continuously reviewing and updating different reform activities in order to make the inflow of FDI more attractive. General Information The Forms of Investment prevailing n Bangladesh have been Specified ·   Private Investment ·   Private Investment Registered with BOI ·   Foreign Private Investment ·   Investment under Bangladesh Export Processing Zones Authority (BEPZA) ·   Foreign Direct Investment ·  Investment under Bangladesh Small and Cottage Industries Corporations (BSCIC) ·   Investment by acquisition of SOEs from the Privatization Commission.   5. Rules and Regulations Relating to Investment in Bangladesh. A number of Acts, Rules, Regulations, Ordinances formulated by different authorities for governing the investment in Bangladesh have been examined. These Acts, Rules, Regulation, Statutes are • The Foreign private investment Promotion and Protection act, 1980 •   The Bangladesh exports Processing Zones Authority Act, 1980. • The Company’s Act, 1994. • The regulations of Bangladesh Bank, 2003. • The regulations of the National Board of Revenue (NBR) for custom and taxation matter. •   The Bangladesh Labor Act, 2006. •   The Income Tax Ordinance, 1984. • The Bangladesh Private Export processing Zones Authority (BPEPZA) Act, 1996. •   The Environment Conservation Act, 1995. • The Environment Conservation Rules, 1997, which provides main criteria for obtaining environment clearance. • The Industrial Policy, 1991, 1999,2003& 2005.   6. For Getting Information about the various provisions of these Acts, Rules, Regulations, Statutes of Different Authorities, Email Numbers, Fax Numbers and Website of these different Authorities are given. Dr. Zahurul Alam

The Investor can make Investment in different areas like. • within EPZs areas • outside the EPZs areas registered with BOI • outside the EPZs areas without registered with BOI . • within BSCIC Industrial Estates. • Formalities required for establishing enterprises in different areas vary from Area to Area. For Establishing Enterprises outside the EPZs areas the following documents and formalities are needed to be observed. •      Trade license from the City Corporation. ·        TIN certificate from the Income tax authority ·        Certificate from the Chamber of Commerce and Industries Authority ·        VAT certificate from Custom office ·        Bank solvency certificate from any Bank ·        Permission from BOI ·        Land deed agreement of the proposed factory ·        Import registration certificate (IRC) from CCI/DCCI. ·        Export registration certificate (ERC) from CCI/DCI. ·        Nationality certificate from local commissioner. ·        Government fee as per investment pay able to BOI ·        Layout plan of the factory Dr. Zahurul Alam

Factory license from the Inspector of Factories. ·        Fire license from the department of Fire. ·        Power/Gas connection if required from P.D.B/Gas authority. ·        The certification of incorporation is case of limited Company. ·    Environment Pollution Certificate (EPC) from the department of environment (DOE). ·       Quality certification from Bangladesh Standards and Testing Institution (BSTI) These Enterprises may be Registered with BOI or may not be Registered with BOI. For availing the facilities and incentives provided by BOI, the Enterprises must be registered with BOI. Dr. Zahurul Alam

  11. For Establishing enterprises with in EPZs areas some formalities are required. Information relating to these formalities, Facilities, Incentives and Support Services provided to the Enterprises established at EPZs areas are available by visiting web site, E-mail, Telephone no. of different authorities. The contact number of these authorities are mentioned in this section. Dr. Zahurul Alam

  12. Formalities Required, Facilities Incentives and Support Services provided to the Enterprises formed under BSCIC are highlighted in this section. The contact number such as Telephone, E-mail, Web sites and Fax number of different authorities are given for having detail information. Dr. Zahurul Alam

  13. Enterprise established outside the EPZs and Registered with BOI are entitled to get Facilities, Incentives Services Provided by BOI. For getting detail information the contact number like e-mail, web site, fax number of different authorities are given in the section. Dr. Zahurul Alam
