What is Florida reBuilds? • Basic Provisions of Florida reBuilds: • Provide 10,000 individuals statewide with short-term entry-level training in construction related trades • Provide 1,000 individuals statewide with advance-level training in construction related trades • Provide training in construction related occupations: Air Conditioning, Refrigeration, and Heating; Carpentry; Drywall; Electrical; Masonry; Plumbing; and Roofing • Provide Training Vendors approved by the Department of Education and Employers approved by Workforce Florida, Inc with reimbursements for training classes • Provide One-Stop Career Center Providers approved by Regional Workforce Boards with reimbursements for eligibility determination and placement services • Establish a competitive funding request and vendor payment system to allocate and realign program funds based on local needs

Why Implement Florida reBuilds? • The hurricanes/storms of 2004 and 2005 resulted in thousand of Floridians needing homes built or repaired • Businesses need their operations fully restored • New-to-Florida and expanding businesses need assurance that capital infrastructure can be built in a timely manner • In December 2005 the Construction Sector accounted for 532,600 jobs in the State • In FY 2005, 10% of Florida’s Job Growth was in the Construction Sector as compared to 15% in FY 2004 and 27% in FY 2003 • For the period January 1, 2005 through December 31, 2005 over 8,500 job openings were advertised in state’s labor exchange database • A survey conducted by AWI in October 2005 indicated 13,712 job vacancies were in the Construction Sector. Of which 2,092 were carpenter positions

  6. Who is Eligible for Florida reBuilds? Individuals eligible to participate in Florida reBuilds may include but is not limited to: • Workers Dislocated by Recent Hurricanes/Storms • Unemployed and Underemployed Workers • Workers in Disadvantage Communities including ex-offenders, drop-out youth, non-custodial parents, homeless, youth aging out of foster care, etc An eligible individual: • 18 years of age or older • U. S. Citizen and/or lawfully authorized to work in the U.S. • Registered with the selective service (males) • Willing to attend and complete the chosen training program

  19. Florida reBuilds FAQ Q:How will the training be paid for? A:The training will be funded with State-level Workforce Investment Act (WIA) funds. There is not cost to either the trainee or employer to participate in the program. Q:Where will the training take place? A:The training will be provided at local training sites to be designated by private and public training providers approved by the Department of Education. Q:When will the training begin? A:The start date of training will vary by training provider depending upon how quickly individuals in local areas register for the available training. Interested applicants can immediately register to participate in the training. Q:How long will the training last? A:The length of the training will vary based on the type of occupational area selected and the training schedule of the local training providers. Generally, we anticipate that the length of training will range from two to eight weeks. Training providers will be encouraged to offer evening and weekend courses to accommodate the training needs of individuals in their area.

  20. Florida reBuilds FAQ Q: After I complete the training will I be guaranteed a job? A: There is no guarantee that you will be offered a job. However, the workforce and education systems will work with employers, state, regional and local builders associations, economic development organizations, and other organizations to assist in the placement of workers. Q: How do I register to participate? A: You can register to participate by calling EMPLOY FLORIDA at 1-866-352-2345 or by accessing the FLORIDA reBuilds registration page at http://www.floridajobs.org/rebuildflorida/enrollment.asp Q: Can training vendor payments be pro-rated if a participant partially completed the course? A: Yes. A pro-rated partial payment, based on the actually number of training hours completed, will be paid for those trainees who are placed prior to completing the full training course. Q: How will the $250 placement payment be affected if an employer hires a participant prior to completion of training? A: The RWB would still receive the incentive payment for employment.

  21. Florida reBuilds FAQs Q: Does the Mobile Home industry count as construction industry? A: If the occupational training areas identified in the Florida reBuilds program fit the local Regional Workforce Board’s Mobile Home industry workforce needs, then the Florida reBuilds training may be provided and program trainees placed in the Mobile Home Industry. Q: Are participants who are currently working outside of the construction industry processed differently from those who are already in the construction field? A: Individuals working outside of the construction industry would be processed as entry-level skills participants. Individuals currently working inside the construction industry would be processed as Advanced/Skills Upgrade training participants. Q: Can a participant apply for the Advance upgrade training without approval from their employer? A: No. A participant must apply for the Advanced Program through their employer.  Individuals employed outside the construction industry are not eligible to apply. Q: Are staffing agencies allowed to provide skills upgrade training for their staff who is employed in the construction related jobs? A:No

  22. Florida reBuilds FAQs Q: When must the Florida reBuilds Training be completed? A: All training programs must be completed no later than June 1, 2006. Q: Where does the employer send the completed application? A: The employer must submit the completed application to the RWB serving their area. Q: Are there a maximum number of hours that an Advanced training class cannot exceed? A: No, there is not a cap on the number of hours for an Advanced training class. Instead, the dollar amounts allowable are capped with $25 per company employee instructor hour and $2,000 per student. Q: Does the trainer for the Advanced training program (if outside vendor/institution) have to be Florida-based? A: No, the trainer does not have to be Florida-based. The training contract is between the Employer and the Trainer.

  23. Florida reBuilds FAQs Q: Does the Advanced training program fund OJT (on-the-job training), regular work hours of the trainee? A: No, the program only reimburses the employer for training program hours, not regular work hours of the trainee (OJT). The program is designed so that the trainee participates in a training class and the employer is reimbursed for the training costs. Q: Can individuals not currently working for a construction company get reimbursed for training under the Advanced program? A: No, the participant must apply for the Advanced program through their employer.  Individuals employed outside the construction industry are not eligible to apply. Q: What will be the Advanced program application turn-around time? A: Applications must be forwarded to the RWB from the Employer. Then, the Employer assures its accuracy/completeness and submits to WFI for approval. Turn around time from the point WFI receives the application is expected to be no more than 5 days.
