  3. Cultural Districts • Background: • Cultural Economy Initiative • 148,000 jobs in 2009 • Tax incentive research in 2007 encouraged • Artist based incentives • Industry based incentives • Place based incentives

Cultural Districts • Program Purpose: • For local governments to revitalize communities by creating locally driven hubs of cultural activity • Build on cultural resources that play a vital role in cultural development of the district • Engage in the promotion, preservation, and education aspects of the art and culture of the district • Benefits: • Increased occupancy, cultural activity, commerce, • jobs, and sense of community identity

  7. Program Incentives: • Historic Preservation – expands eligibility of state historic tax credits for rehabilitation ofcommercial and residential structures to cultural districts • Visual Arts and Crafts – state and local sales tax shall not apply to original, one-of-a-kind works of art

  9. Visual Art Sales Tax Exemption Original art must meet all 5 of the following points: • Visual Art and Fine Crafts • Original • One-of-a-kind • Conceived and made by hand of artist or under his direction • Not intended for mass production

Eligible Visual Arts and Crafts • Include, but not limited to: drawing, painting, sculpture, clay, ceramics, fiber, glass, leather, metal, paper, wood, or mixed media • Limited numbered editions (up to 100) of hand made prints such as lithographs, photography, silk screen, intaglios, etching • Certificate of Exemption must be completed for each sale • State and local tax reports must be submitted

Annual Reporting Requirements (by the LGA) • Annual updates of Business List • The local governing authority must complete an Annual Report on the impact of the cultural district related to the criteria presented in the application • The report includes information about overall sales and tax exemptions by cultural businesses, obtained from the parish tax administrator

  12. 2012 Annual Report Results Rehabilitation Historic Buildings– 397 commercial, 195 residential applications. Sales Tax Exemptions– 543 businesses, 218 organizations, 17,733 events, and 4,256 artists benefitted, representing over $13 million of original art sales Hubs of Cultural Activity– 2,794 cultural events, 3.3 million people Vacant Buildings– Vacancy rate decreased by 2% - 20% New Businesses– 532 net growth in cultural businesses Program Recognition as Model– Mayors' Institute on City Design's (MICD), Creative Placemaking
