  4. Reserve Component Education Panel Composition: Representatives from the Seven (7) Reserve Components and (1) DANTES representative. Charter: To assist in providing access to educational opportunities, including DANTES and Service-specific programs that benefit the Reserve Components.

  5. RCEP Vision • Joint Study to consolidate education services • Joint Education Centers • Funding • Personnel • Counseling, testing, TA administration • Consolidated Education Resources • On-line resources, single portal • Joint publications

RCEP Goals • Provide awareness of Reserve Component (RC) Voluntary Education initiatives and concerns to CCME participants; • Identify RC issues relating to entitlements and/or benefits, including the Post 9/11 GI Bill and Tuition Assistance; • Create a common understanding with educational institution representatives of RC service members issues; • Devise and achieve consensus on solutions beneficial to the RC and Education communities; • Identify policy, legislative, and statutory changes to implement lasting solutions, as needed.

US Coast Guard Reserve Initiatives • Maintained a Reserve Education office in Personnel Service Center, Reserve Personnel Management Division. • Manages all reserve VA education programs including eligibility, issuance of Notice of Basic Eligibility (NOBE,) Reserve Educational Assistance Program (REAP), MGIB-SR, VA inquires, and approval of TEB requests for Post 9/11 GI Bill. • Reservists can locate VA education programs/policies on http://uscg.mil/reserve/member_ links.asp • Reservists can email reserveVAeducation@uscg.mil with any concerns, requests, and questions for all VA education programs.

  40. US Coast Guard Reserve Issues & Concerns • Visibility of which program members relinquished for Post 9/11. Reserve Component members eligible for other educational programs are required to relinquish one other program in order to use the Post 9/11 GI Bill. • 14 USC 712: Recall for Domestic response is not creditable for Post 9/11 GI Bill. • Better visibility in usage of VA benefits and TA.
