Culture of Maintenance & Logistics Course Background – Officers and NCOs from seven African nations underwent a three-week course designed to provide fundamental mx and log mgt skills • Intent – • Strengthen existing international relationships • Build new ones • Advance Trans-Sahara nations’ Mxs and Log competencies Development/Implementation – Three active duty AF officers wrote (Jan-Apr ‘11) and subsequently taught course at Sheppard AFB, TX May ‘11

Mali – Zone Operations Center Improvements(FY12 TSCTP Title 22 PKO) • Country / Region Supported: Mali, Trans Sahara Africa • Type of Capacity Building (paragraph summary):Provide office and communications equipment to allow the Operations Centers in Tessalit, Timbuktu and Kidal to be more functional and able to coordinate with Bamako and with each other. • Program Highlights: • Equipment: Office equipment, extension of Tenere Harris radio network, extension of MISI/IP-POP system and electrical power. • Training: • Contractor Provided: All technical training associated with this case. • Title 22 Amount Request: $851K (this is a rough estimate) • POC: LTC Allen Pepper, OSC-Bamako, pepperaj@state.gov

Regional – Theater Logistics Engagement Program(FY12 TSCTP Title 22 PKO) • Country / Region Supported: Mali, Mauritania, Chad, Burkina Faso, Niger, Nigeria; Trans Sahara Africa • Type of Capacity Building (paragraph summary):The Theater Logistics Engagements program builds capacity by developing professional military logistics units who conduct counter-terrorism operations. Mauritania & Nigeria – Identity Intelligence Operation(FY12 TSCTP Title 22 PKO) • Country / Region Supported: Mauritania & Nigeria, Trans Sahara Africa • Type of Capacity Building (paragraph summary):Provide an Identity Intelligence Operation (IIO) DMS for document and media exploitation purposes and to train the host nation personnel how to use the equipment. • Program Highlights: • Equipment: The DMS is designed to manage personnel and technical security related information provided to or collected by security and counterterrorism organizations and elements at all levels of Defense. DMS has the ability to organize, store and quickly access large volumes of data, resulting in a quicker timeframe that decision makers can be provided information. • The AFIX system is designated to manage finger-point and palm print identification system with fully-scalable search capability. • SEEK is a man portable, multimodal identification and enrollment platform. • Title 22 Amount Request: $500K • POC: Mr. Warren Harris, IKD-Counterintelligence and Human Intelligence, warren.harris@africom.mil

Niger – Counter Terrorism Company(FY12 TSCTP Title 22 PKO) • Country / Region Supported: Niger, Trans Sahara Africa • Type of Capacity Building (paragraph summary):This proposal will (continue) provide the Niger military force with a fully trained and equipped CT unit to be used to patrol the Niger desert. Funding this training unit will provide Niger military with the capability to conduct national and regional CT operations. • Program Highlights: • Equipment: Vehicles, Ammunition and Medical Equipment • Training: (USG) will provide - Human Rights & Gender Based Violence Training, Vehicle Operator and Maintenance Training, and First Aid Training • Title 22 Amount Request: $7.5M cost estimate has been provided. Niger – Military Intelligence Train & Equip(FY12 TSCTP Title 22 PKO) • Country / Region Supported: Niger, Trans Sahara Africa • Type of Capacity Building (paragraph summary):This proposal will address gaps and shortfalls in the Nigerian Military Intelligence structure at the National, Operational and Tactical echelons of MI operations. The Nigerian military will be fully trained and equipped MI capability. • Program Highlights: • MI Training include (Intelligence Preparation of the Environment, Weather & Terrain Analysis, Collection, Physical Security and Safeguarding Information) • Training: • USG: Intel mentorship (Analysis and Dissemination), Human Rights and Gender Based Violence • Contractor Provided: Training support modules • Title 22 Amount Request: $750K • POC: Mr. William Brabazon, IKD-SC, william.brabazon@africom.mil

Regional – AES Encryption Upgrades(FY12 TSCTP Title 22 PKO) • Country / Region Supported: Algeria, Mali, Mauritania, Niger & Nigeria; Trans Sahara Africa • Type of Capacity Building (paragraph summary):Upgrade all fielded Harris RF-5800H Radios within the countries listed to support AES encryption from the current, Harris proprietary Citadel encryption. • Program Highlights: • By upgrading the current HF radios to an open-standard encryption algorithm, future purchases will not be limited to a single vendor and the ability to have secure, interoperable communications can be realized. • Title 22 Amount Request: $483K • POC: Lorenzo Spencer

Regional – C4 Operations Training Program(FY12 TSCTP Title 22 PKO) • Country / Region Supported: Mali, Mauritania, Niger, Nigeria, Chad & Senegal; • Trans Sahara Africa • Type of Capacity Building (paragraph summary):This program is designed to enhance a PNs ability to conduct CT/MI support missions using communications equipment in-country. After assessing the communication gaps, a series of basic, intermediate and advanced training courses will be provided. • Program Highlights: • Equipment: Communication equipment (Harris Corp) • Training: • Comprised of 11 training engagements beginning in FY12. • Examples of training include – HF equipment and operations, CT Co (ETIA) training, Logistics and Facility Maintenance training, IP/MISI training. • Title 22 Amount Request: $1.55M • POC: Dan Rolle, C4S Coalition Division, danilo.rolle@africom.mil

Regional – C4 Training and Engagement Program(FY12 TSCTP Title 22 PKO) • Country / Region Supported: Mali, Mauritania, Niger, Nigeria, Chad & Senegal; • Trans Sahara Africa • Type of Capacity Building (paragraph summary): Provide training to identified training issues in the ability of the PN personnel to employ their communications assets in support of CT operations. Key to this proposal is developing the PNs ability to operate regionally. • Program Highlights: • Training: • Comprised of 5 training engagements beginning in FY12. • Title 22 Amount Request: $180K – Recommend that this be incorporated into previous initiative. • POC: Dan Rolle, C4S Coalition Division, danilo.rolle@africom.mil

Regional – Military Intelligence Training Program(FY12 TSCTP Title 22 PKO) • Country / Region Supported: Regional, Trans Sahara Africa • Type of Capacity Building (paragraph summary):The Partner Country Military Intelligence Training Program builds capacity by developing the professional military intelligence cadres that provide direct support to national, regional, and continental operations. The MITP manages a suite of courses that develop specific intelligence skill sets, and readies partners to further develop and sustain their own organic intelligence capabilities and capacities. • Program Highlights: • Training: Comprised of a series of training, to include: • Military Basic Officer Course for Africa • Military Intelligence Noncommissioned Officer Course fro Africa • Military Intelligence Professionals Course • Intelligence and Democracy, Critical Thinking & Structured Analysis • Basic Tactical Intelligence Course • Title 22 Amount Request: $2.78M • POC: Mr. Matthew Eggleton, IKD-SCP, matthew.eggleton@africom.mil
