  2. Setting clear objectives &strategies • Depends on the quality of steps 1,2 &3 (planning for contingency planning- right team, context analysis- potential emergencies and prioritization, building scenarios • Problem identification done- what should be done about the problem?

  3. Objectives • Over all objective to be accomplished during the response • Operational objectives by sector- according to prioritized needs

  4. Nature of objectives • SMART Objectives- Specific, Measurable, Achievable, Realistic, Time bound • Links with development objectives &indicators • Links to humanitarian principles- Sphere • Objective dealing with preparedness- capacity building, stock piling, resources

  5. Aligning objectives • Inter agency Contingency Planning- consolidated • Sector/Cluster Planning- select only relevant/priority sectors • Organizational Planning- Aligning plans to fit into the sector plans

  6. Deciding on strategies • Assessment modality- Joint/interagency assessment or one agency? • Registration/identification of beneficiaries • Sector strategies- mode of delivery of humanitarian assistance- eg cash for work or food aid? • Structures to work with- clan system, LC system, informal structures in communities?

  7. Strategies contd… • Quality assurance- standard kits, quality of NFIs etc • Consider exit strategies and handing over to permanent government structures after the response
