REQUIREMENTS Answer: When a district passes a Prop 39 Bond. Measure E passed in June 2016. Question: When is a Citizens Bond Oversight Committee required?
Understanding the Role Purpose of the Committee: • To inform the public concerning the expenditure of bond proceeds. • To promptly alert the public to any waste or improper expenditures of bond money. • Issue annual reports of the results of the committee’s activities and findings.
In order to carry out it’s purpose, the Committee may: • Receive and review copies of the district’s annual independent financial and performance audits. • Inspect school facilities & grounds. • Review District efforts to maximize bond revenues through implementation of cost containment measures: • Professional fees • Site preparation • Joint-use of facilities • Design efficiencies • Reusable facilities plans
The Committee Does Not Have Authority to: • Evaluate School Facilities Needs • Determine When New Facilities are Needed • Approve Construction Work • Select Sites • Determine Method of Financing • Establish Policies & Regulations • Determine or Approve Bond Program Implementation Plan • Select Architects or Engineers • Authorize Projects for Bid • Award Contracts • Approve Change Orders • Accept Completed Projects
Required District Assistance • Assistance for compliance with the Brown Act • Assistance with the preparation of committee reports • Making all documents and minutes available on the website The District must provide administrative and technical assistance to the CBOC, including:
Bonds Sold • Measure E voter approved in June 1016 Total amount of $15,000,000 Amount sold $4,600,000 • Measure O approved in November 2004 Total of $6,400,000 Amount remanding sold $1,699,867.65
Board Approved Projects • 1. Orosi High School Science Building with 8 classrooms , collaboration room, student restrooms and staff restrooms. Total estimated cost: $ 6,400,000. Scheduled for completion in August 2017.
Board Approved Projects, continued • 2. Orosi High School Stadium Renovation with all-weather 9 lane track and upgrades to the stadium. Estimated cost: $ 3,419,658. Scheduled for completion in September 2018.
Board Approved Projects, continued • 3. New baseball/soccer field construction between Orosi High School and El Monte Schools Estimated cost: $ 2,700,000. Scheduled for completion in September 2018.
Board Approved Projects, continued • 4. Cost for Modernization Plans. • Bond funds will be used for Modernization plans for Cutler, Palm, Golden Valley and El Monte Schools.
