LATEST DEVELOPMENTS • CONTACT WITH OTHER EU-FUNDED PROJECTS • Participation in Astana Caspian Maritime International Donor Support Meetings (two times a year ); • Cooperation and information exchange with donor projects financed by EC, OSCE,INOGATE, Norway, the USA etc in the British Embassy; • Contact and information exchange with TRACECA secretaries in Kazakhstan. LATEST DEVELOPMENTS • NWG, Aspects of sustainability • The NWG Meeting, held on 20-21 September 2010, in Astana on: • Detailed objectives of NWG and modus operandi of NWG; • Regional Action Plan and RWG; • Establishment of a Dialogue with the Maritime Task Force; • The NWG Meeting concluded as follows: • Implement and coordinate SASEPOL activities in Kazakhstan; • Recommendations of the Kazakh NWG: • More publications are required; • To ask IMO to accelerate translations of Conventions into Russian. LATEST DEVELOPMENTS VIMSAS • General discussion with Maritime Administration has commenced (with positive reaction); • Visit of renowned expert on VIMSAS (Mr. Jorgen Rasmussen); • Dedicated Training on VIMSAS on 22-24 November 2010 Astana; • Operational framework to be defined. LATEST DEVELOPMENTS • PORT STATE CONTROL • Functions of Sea administration assumed by captain of the port in Aktau, including inspection of the State supervision of the port, department of communication. • Classification Societies: Lloyds Register Group, Russian Sea Register of Navigation РМРС, DNV, BV, and АВС. LATEST DEVELOPMENTS PORT WASTE MANAGEMENT • Assumed by the “Republican state enterprise Aktau International Sea Commercial Port“ (AISCP). • Services are preformed at berth and anchorage; • Discharging of bulge, ballast, feces waters and garbage; • АISCP offers in addition: • Waste containers (for vessels); • Cleaning of vessels; • АISCP employs an integrated quality management system and ecological management has been introduced. CONCLUSIONS • New (recent) momentum in Kazakhstan, such as the Presidential announcement of aggressively developing the Kazakh maritime sector; examples: • Establishment of a Maritime Task Force, by the deputy prime Minister, with participation of the Minister of Oil and Ministry of transport and communications of the Republic Kazakhstan; • Establishment of a new Maritime Academy in Aktau ; • SASEPOL plans to increase its presence and visibility in Astana significantly and a permanent dialogue with the Maritime Task Force is being established (through the NWG).
