Use case: climate and energy package,to implement the 20-20-20 targets regions and local authorities have a leading role national energy and GHG data are not accurate or comprehensive enough regional and local strategies need to be informed by relevant data (local/regional source) regional Observatories of energy and GHG emissions turn data into information need standardisationamongst observatories, in order to enable comparisons between European territories

  3. What can INSPIRE do for you ? As a consortium of public authority organisations (or acting on their behalf) have the 'right' to get access and use identified spatial data under INSPIRE scope (34 data themes, electronic…) Across borders and levels of administration – on request or through web-services (when implemented) INSPIRE services enable you to 'discover' data sources and their use conditions (meta data) and to view and 'download' data

What can you do for INSPIRE ? • Regional Observatories produce spatial data/information on energy and GHG • Such data falls under INSPIRE • Should be documented • Should have INSPIRE compliant data policy (between public authorities – with public) • Should be 'modelled' according to INSPIRE data specs – with use case specific extensions • Should be made accessible through discover/view/download services

  6. What does the Theme 20 ‘Energy sources’ mean exactly? • In Directive Annex III. - 20. What does the Theme 20 ‘Energy sources’ mean exactly? • In data specifications • Energy resources theme provides models for energy potential – resources (non-renewable. renewable + waste) for past resources, current and future ones. The use = consumption is not the primary goal • Energy intensity - Industrial/Residential/Tertiary/Regional economy: not in the Energy Resources or EMF. Production facilities, Governmental services, Agricultural & aquaculture facilities relates to the facilities that produce and/ or consume energy as well. It may be related with Land use

  8. Does the Theme 7 ‘Environmental monitoring Facilities’ includes observations of GHG emissions? • YES • Does the Theme 7 ‘Environmental monitoring Facilities’ includes model output of GHG emissions? • NO, but other themes do

  9. Can Observatories make use of INSPIRE to have better access to certain data ? (e.g data from Theme 8 ‘Production and Industrial Facilities’) INSPIRE data policy does not cover 'private sector data' However, if private sector 'reports' under thematic legislation to public authority, PA, then this data should be 'shareable' with other public authority 'custodian' PA should have INSPIRE 'services' which observatories can 'connect' to input side of models

How to ensure that ENERGeeWatch Observatories are INSPIRE-compliant? • Participate to national and EU co-ordination actions • Propose workshop INSPIRE 2014 conference • Propose via national contact 'action' in INSPIRE Maintenance & Implementation work plan • Have INSPIRE compliant data policy • Document – create meta data • Use the relevant INSPIRE data models • Establish INSPIRE compliant web-services
