Overseas Medical Evaluation • The Secretary of Health and Human Services has the responsibility to ensure each refugee’s physical and mental health status is evaluated prior to their departure to the United States as is required by law.   5. Overseas Medical Evaluation • The CDC’s Division of Global Migration and Quarantineprovides the screening guidelines. • Panel physicians selected by Department of State consular officials conduct the screenings. Utah Department of Health, Refugee Health Program April 2017

Overseas Medical Evaluation • This evaluation: • Screens for conditions that may prevent admission to the United States • Assesses health needs and related resettlement needs • Assesses fitness to travel and medical requirements for travel • Improves the health of refugees experiencing resettlement Utah Department of Health, Refugee Health Program April 2017

Overseas Medical Evaluation • Timeline: • A medical exam is conducted no earlier than 6 months before arrival to the United States. • An additional medical screening is conducted 72 hours prior to departure. • A final pre-embarkation check is also conducted. Domestic Health Screening • The Office of Refugee Resettlement has the responsibility under the federal Refugee Act of 1980 to ensure each refugee receives a comprehensive health screening within the first 30 days of their arrival to the United States. Domestic Health Screening • The CDC’s Immigrant, Refugee and Migrant Health Branchprovides the screening guidelines. • Designated entities, often times State Health Departments, oversee the provision of the screenings; in Utah screenings are provided by two local health clinics. Domestic Health Screening • Audiology • Cardiology • Dental • Dermatology • Endocrinology • Otolaryngology (ENT) • Gastroenterology • Hematology • Musculoskeletal • Neurology • Nutrition • Obstetrics & Gynecology • Ophthalmology • Pulmonology • Urology/Nephrology This comprehensive screening addresses health concerns and issues in the following areas: Utah Department of Health, Refugee Health Program April 2017

Domestic Health Screening • Decreased Hearing • Decreased Vision • HIV • Syphilis • Hepatitis B • Hepatitis C • Schistosomiasis • Strongyloides • Giardia • Anemia • Diabetes • Latent Tuberculosis Screening and testing assess for many things including but not limited to: Utah Department of Health, Refugee Health Program April 2017

State Refugee Health ProgramS • A holistic approach to refugee health services includes four core areas: • Initial medical screening and surveillance • Ongoing health care • Health education • Partnership and outreach • Each state has a Refugee Health Coordinator (RHC). Utah Refugee Health Program • The Utah Refugee Health Programis part of the Utah Department of Health and has the goal to: “Foster community health partnerships with those serving refugee populations through culturally appropriate health screening, education and referral. By coordinating activities between local providers, resettlement agencies, local health departments, the Department of Workforce Services, Centers for Disease Control and Prevention, and the Office of Refugee Resettlement, the Utah Refugee Health Program facilitates and promotes health programs and services that are culturally and linguistically appropriate.” Utah Department of Health, Refugee Health Program April 2017

Utah Refugee Health Services • Advocacy • Liaison with federal, state, and county stakeholders • Member of Association of Refugee Health Coordinators • Health Care Coordination • Coordination of health care including arranging transportationand interpretation; managing complex health needs • Refugee Health Promotion and Education • Education focusing on navigating the health care system and education specific to different health conditions • Provider Education and Outreach • Support physicians and clinics providing services to resettled refugees living in Utah. • Mental Health • Facilitate access to holistic mental health services for both adults and youth.
