  2. Objectives • To ensure that school staff are aware of evaluation /reevaluation procedures under IDEA 2004 • To ensure that requirements for documentation of the process are understood and implemented 8/26/05 3 Evaluation

  3. Individual Evaluation… “...is a process in which a team determines whether a child has a disability that affects educational performance, and requires special education services….” • Always begins with review of existing information. • Ends with eligibility determination. 8/26/05 3 Evaluation

  4. Initiate evaluation procedures • Review existing data • Obtain consent for additional assessments, if any, as part of evaluation • Record date received consent back from parent • Review of existing data and consent forms should contain prior written notice. 8/26/05 3 Evaluation

  5. REVIEW EXISTING EVALUATION DATA • Evaluations & information from parent(s) • Classroom-based performance • Teacher and service provider observations • District- and state-wide assessments 8/26/05 3 Evaluation

Determination of needed evaluation data • Applies to initial (if appropriate) evaluation • Applies to re-evaluation (always) • A student might come in with enough testing information from early intervention to preschool • A parent brings in data from outside professionals that, when added to school data, could help determine eligibility. • Some things don’t change much: e.g. cognitive scores, blindness. 8/26/05 3 Evaluation

  9. Complete evaluation • Summarize evaluation data in report • Hold eligibility meeting with team, including parent • Determine eligibility within 60 days of receiving consent for evaluation back from parent 8/26/05 3 Evaluation

DETERMINATION OF ELIGIBILITY A team of qualified professionals and the parents of the child shall determine: • 1 -- If the child is “a child with a disability” • 2 -- If the disability affects educational performance • 3 -- If the child is in need of special education and related services 8/26/05 3 Evaluation

  11. When is new testing required for IQ, hearing, vision? What are the timelines involved in evaluation? What forms must always be current in student files? When does review of existing evaluation data apply? 8/26/05 3 Evaluation

  12. Evaluation to eligibility • Start evaluation within reasonable time (about 10 calendar days) of receiving consent. • Complete eligibility determination within 60 days. 8/26/05 3 Evaluation
