What is Sustainability?

  • E.O. 13514 definition

What is Driving Green Purchasing?

As the largest consumer of energy in the U.S. economy, the Federal Government can and should lead by example when it comes to creating innovative ways to reduce greenhouse gas emissions, increase energy efficiency, conserve water, reduce waste, and use environmentally responsible products and technologies.

- President Obama

Sustainable Acquisition

  • Federal agencies are required by statutes and executive orders to purchase certain products with specific environmental or energy attributes.

  • “Green purchasing” or “sustainable acquisition” refers to purchasing products with these attributes and purchasing services under which these products will be supplied or used.

Executive Order 13514

  • Federal Leadership in Environmental, Energy, and Economic Performance

Executive Order 135143 Goals for Improvement

  • greenhouse gas emissions

  • energy efficiency

  • water use efficiency and management

  • pollution prevention and waste elimination

  • regional and local integrated planning

  • sustainable Federal buildings

  • sustainable acquisition

  • electronics stewardship

  • environmental management

Executive Order 13514

  • Requires agencies to ensure that 95% of all new contracts, including contract modifications, for products and services specify:

    • Energy-efficient products

    • Water-efficient products

    • Biobased products

    • Environmentally preferable products and services

    • Non-ozone depleting substances

    • Recycled content products

    • Non-toxic or less-toxic alternatives

Executive Order 13423

  • E.O. 13423, Strengthening Federal Environmental, Energy, and Transportation Management, sets acquisition-related goals for:

    • Purchasing green products

    • Sustainable Federal buildings

    • EPEAT-registered products

    • Non- or low-toxic or hazardous products

Why is this so important?

2009: Real property portfolio of 912,780 assets, including 429,000 buildings

2010: Spent $535 billion on goods and services

2010 : Released 132.2 MTCE (Metric Tons Carbon Equivalent)

The Damages

We spend $3.5 billion annually to provide energy to our facilities.

  • In the U.S., buildings account for a high proportion of resource use and waste generation:

    14% of potable water consumption

    30% of waste output

    38% of carbon dioxide emissions

    40% of raw materials use

    24 – 50% of energy use

    72% of electricity consumption
