Analyses the existing issues at Stone town centre (p.8-33 in Stone Town Centre Vision); 2. Sets out design principles to tackle the issues (p.34-46 in Stone Town Centre Vision); and 3. Sets out development opportunity and landscape enhancement areas/sites (p.47-52 in Stone Town Centre Vision). Computer generated 3D model A computer generated model in the Stone Town Centre Vision document is created to understand the context of ‘Development Opportunity Sites’ and ‘Landscape Enhancement Sites’. All development and landscape enhancement should accord with the design principles sets out from Stone Town Centre Vision (p.34-46 in Stone Town Centre Vision). ? ? ? Stafford St The Moorings A Summary of STONE TOWN CENTRE ‘VISION’ (Adopted) A Framework for Regeneration Public spaces & activities Mix of uses & frontages Image & identity Access & movement Aim The aim of ‘Stone Town Centre Vision’ document is to provide a proactive and creative discussion document leading towards the creation of a broad, long term, framework for the future of Stone Town Centre, within which detailed policies and proposals can be further developed through future development briefs and/or masterplans for specific sites. The document aims to stimulate thinking and discussion, to apply ‘joined up thinking’ and to help decide how town centre issues could be tackled. The Borough Council did not do this alone, through 8 months of public consultation we built a shared vision, all of whom make vital contributions to continued success. ‘Stone Town Centre Vision is adopted as ‘Development & Design Guide’ by Stafford Borough Council to guide the future of Stone town centre improvement. The guide forms the basis of discussion with relevant planning applicants for sites in Stone town centre’. Urban Design & Landscape Framework November 2005 Vision The document is a useful tool for developing and promoting a sustainable town centre for the 21st Century. The document will provide a clear design vision to reinforce and support the physical structure of the town centre, building upon its strengths as a historic market town. ‘To create Stone town centre as a quality place for shopping, working, living and playing and to promote an economical, social and environmental sustainable town centre for the 21st Century and beyond’. From draft to adopted Stone Town Centre Vision Stafford Borough Council carried out five stages in order to adopt the ‘Vision’ document, the process starts from September 2004 and ended on September 2005. Stage 5 Stage 3 Stage 4 Stage 1 Stage 2 • Draft Stone Town Centre Vision completed in September 2004: • Published as paper copy and also available as CD. • Available for download from Council’s website. • Advertised twice in Stone Gazette. • Covered by articles from local newspapers in September and October 2004. • Public consultation from September 2004 to June 2005: • Introduction leaflet and free-post questionnaire circulated. • A3 poster in Civic Building and Stone town library. • Full colour Stone Town Centre Vision available at Stone Library and the Civic Centre, monochrome copies available to take away. • All documents available for download from Council’s website. • An evening meeting with Stone Town Council. • An evening meeting with retailers and local residents. • Findings Report completed in July 2005: • The document is a report on the consultation response to the ‘Draft Vision’, and it is designed to give everyone an overview of what people have said and written about the draft ‘Vision’ and its recommendations. • Available for download from Council’s website. • Recommended changes completed in August 2005: • The document is a report on the consultation response to the ‘Draft Vision’, and it is designed to show how the Council have changed the draft ‘Vision’ after public consultation and taken into account of the Findings Report. • Available for download from Council’s website. • Adopted Stone Town Centre Vision in September 2005: • Available for download from Council’s website. • Colour copy at the price of £8 from the Civic Centre. • Who may use Stone Town Centre Vision? • The document is expected to be useful to the variety of participants involved in development and design of Stone town centre including: • Developers • Town planning professionals • Urban design professionals • Landscape architect professionals • Local community • Retailers • Businesses • Development control officers • General public An enlarged version is on p.2 & 3 of Adopted Stone Town Centre Vision The images/extracts on the right (taken from p.2 & 3 of the Stone Town Centre vision) provide a quick method to use the document to guide the future of Stone Town Centre. Two working examples are used there: 1. ‘Development Opportunity Site’ number 2 (in pink); and 2. ‘Landscape Enhancement Site’ number 2 (in green).
