Objectives of ERA-NET • In line with ERA-NET scheme the project should aim at developing and strengthening the cooperation and coordination of national and or/regional programs for research infrastructures • Eligible partners are only program owners (National/regional ministries/governments or Research councils and funding agencies managing research programs)

  3. WHY a Nuclear Physics ERANETNUPNET Nuclear Physics is International since the early days …. Facilities are open to all researchers based on scientific merits In the modern era(1960-2000) ,integration has followed the normal steps (Universities labs, National ,European & International facilities & Collaborations ) In this process the EU FP (from 4th to the 7th) and Associated Instruments( Round table,Networks,I3,Design Study) have been adopted with considerable success by the EU nuclear physics community and therefore have played a decisive role in this process.

WHY a Nuclear Physics ERANET A key element in this success was the implementation in 1990 of NuPECC (16 countries,24 institutions) Nuclear Physics European Collaboration Committee an expert committee of ESF which plays the role of : A forum to discuss the science and the collaborations to be encouraged and strengthened within Europe And of scientific council for the community to review the field and publish with a bottom-up approach recommendations and priorities NuPECC is the voice of our science at the EU and International level through a number of actions like: -Long range plan –Recommendations and priorities - (1994,1998,2004,2008) -Specific reports and studies: ex :Impact and applications ,multidisciplinary use of N.P facilities, Computing ,etc… -Nuclear Phys News (Journal 6000 copies world wide) -Outreach

Motivations for a Nuclear Physics ERANET- NUPNET In our field the challenge is to merge the national programs to create a stronger and more cohesive research activity which is truly European in scope Two conditions are required 1- Independent scientific assessment of the field: emerging areas ,key developments, needed instruments , recommendations and scientific priorities . This is done by NuPECC and respected 2- Current funding procedures (separate funding agencies reflect separate priorities) has to be given a strategic direction to help to align some decisions on commonly agreed European research goals . This ERA-NET NUPNET proposal aims to meet this challenge

  6. 2008 2009 2010 Information exchange and Census of resources and agents for Nuclear Physics Funding Bodies Agreement on an Action Plan for Infrastructures (Resource and financial Action plan of Agencies) Implementation of pilot projects of the Action plan NUPNET Proposal A stepwise approach

Objectives: - Adequate Management of the Project and Co-ordination of the Consortium - Adequate Outreach to Citizens, to the scientific Community and to decision makers at national level - Providing reactive and adequate electronic tools to Funding Agencies to establish a sustainable and necessary communication, exchange of good practices and cross-fertilisation

A stepwise Approach WP2/ Information Exchange Compare reviewing and funding systems in participating funding agencies Provide a Census of Resources and Agents in Nuclear Physics and Infrastructures that paves the way to common decisions. Liaison with I3,DS ,and other European and International initiatives (ESFRI,OCDE) Integration of new associates Possible Long term objective: exchange of good practices and cross-fertilization between funding agencies (knowledge on the different systems, etc.) Work plan

A stepwise Approach WP3/ Agreeing on a funding action plan for RI in Nucl Phys to implement the science vision of NuPECC( resource and financial Roadmap for Infrastructures) Objective: Analysis of the census Identification of opportunities for NUPNET Methodology: Investigate barriers that hinder deeper cooperation and establish common procedures And propositions to tackle these issues Establish common evaluation procedures for projects selected in the funding action plan Agreement by funding Agencies on the approach proposed by NuPNET in this action plan to coordinate some concrete actions for selected projects Work plan

A stepwise Approach WP4/ Implementation of pilot actions Objective: Make use of existing funding agreements between NUPNET partners Launch joint activity (as agreed upon in the Action Plan) Establish a sustainable action beyond NUPNET duration Examples :ECT¨* , AGATA, Methodology: Decision of the budget shares between partners Launch of a pilot transnational action. beyond NUPNET ? Thanks to the experience gained in the joint activity, NuPNET foresees to launch a sustainable coordination of Funding agencies in Nuclear Physics to strengthen its impact after the project Not only encourage collaborations ,but be effective in putting into operation the best European nuclear physics projects Work plan

Contribution Requested to the EU • Proposed budget (as of today) of 1.9 Million Euros (still depending on the final number of contractors) for 3 years • 260 person. months: 72% of the budget for personal costs, • 22% for travel costs (360 travel units for the whole project; from 13 up to 32 per agency). A maximum of 6 General Meetings (and 5 national days) • 7% overheads

  13. Contribution Requested to the EU • Distribution between activities: Management coordination and Communication: 32% • Information exchange and census: 25% • Resource and financial Roadmap: 20% • Launch of implementation: 23% • The Coordinator and the work package leaders concentrate each around 15% of the EC Contribution. • The minimum contribution is more than 20 keuros for one participant (for travel costs and effort)
