Data Policy Trends • Focus on data and accountability remains strong • A great deal of focus on measuring credential attainment • Data to aid consumers, ensure accountability for federal funds, and improve programs • Interest in reducing data burden; but at same time providing more information • “Balance the need for accountability with the burden of federal requirements”

Gainful Employment • Originally struck down because thresholds for loan repayment were arbitrary • Later rulings say information collection is in violation of 2008 law banning student unit record system • Policy now in limbo • Department of Education to launch negotiated rule-making session in fall to revisit

Wyden-Rubio Bill • Student Right to Know Before You Go Act • Individual-level integrated postsecondary education data system • Unique identifier • Require states to match information from unemployment insurance databases with individual student data and publish the results to show earnings by program at each institution

  19. Sequestration 101 • Sequestration is the formal term for mandatory cuts to federal programs. • The Budget Control Act of 2011 – August 2011 • Raised debt ceiling • Created “supercommittee’ • The American Taxpayer Relief Act of 2012 – January 2013 • Postponed sequestration start to March

  20. Sequestration 101 • Start of sequestration – March 1, 2013 • 5.2% across the board cuts • Cuts to USDE - $2.478 billion • Impact of sequestration for Perkins to begin July 1, 2013 – loss of $59 million • Sequestration to go through 2021

Budget Tables Explained • Why aren’t all states see the same % cut? • Minimal allocation- Section 111(a)(3)(A) • Impacts 5 states and DC • Ensures no state receives less than ½ of 1% • Hold harmless provision - Section 111(a)(5) • Impact 29 states and Puerto Rico, VI • Establishes a floor for funding at FY98 levels • States not effected by minimal allocation or hold harmless have funding allocations ratably reduced

FY 14 Obama Budget Request • Restore all education programs to pre-sequestration levels • Restores Perkins funding to FY12 levels ($1.1billion) • Assumes Blueprint for Perkins reauthorization • $300 million for HS Redesign competitive grant • $42 million for dual enrollment evaluation and competitive grant
