HELP TO WORK PLUS CONFERENCE Background • Member of BDC since 1987 • Leader of the Council since May 2003 • Responsibilities include Policy, Strategy and Finance • Industrial Communities Alliance National Chair • Keen advocate of Partnership Working at District, County, Regional, National and International levels

  4. HELP TO WORK PLUS CONFERENCE The Industrial Communities Alliance (ICA) • Representing 60 local authorities in the industrial areas of England, Scotland and Wales • Promoting economic, social and environmental renewal • Lobbying body • Core focus on jobs

HELP TO WORK PLUS CONFERENCE Impact of Welfare Reform • Designed to reduce the number on IB or ESA by 1 million people • Around 300,000 are likely to move onto JSA • Around 600,000 are likely to lose benefit altogether • Combined with Universal Credit, there is massive pressure to reduce the benefits bill

HELP TO WORK PLUS CONFERENCE Jobs • Restructures in the welfare system do not create more jobs; can only be achieved by creating the economic conditions that provide enough jobs to go round • The ICA tries to provide the part of the jigsaw that creates jobs and opportunities • Lobby for policies to get UK economy moving • Only through partnership working on a UK-wide basis can the ICA promote the interests of our areas and lobby effectively in Westminster and Brussels

HELP TO WORK PLUS CONFERENCE BDC and Partnership Working • BDC worked in partnership for many years - Dedicated Partnership Team • Various external funding streams awarded based upon deprivation levels in our local communities following the industrial decline of mining and industry • Single Regeneration Budget (SRB), Neighbourhood Renewal Funding (NRF) and Working Neighbourhoods Funding (WNF)

  9. HELP TO WORK PLUS CONFERENCE • Working Neighbourhoods Funding 2008 to present day (£7,066,100) • Significant difference in the way these monies were awarded to the area: - Direct to the Local Authority (as opposed to the LSP) • Council decision on where and how this allocation would be spent

  10. HELP TO WORK PLUS CONFERENCE • Due to the excellent outcomes, relationships and trust built with all sectors of the community the Council took the decision to agree a “two pronged” approach in utilising the funding…….

HELP TO WORK PLUS CONFERENCE • £3m WNF passed to Bolsover Partnership (LSP) to commission initiatives that focussed on preventingworklessness • The remaining £4m+ to be utilised to focus on addressing the (then) National Indicator 153 “to reduce the number of people claiming benefits in the worst performing areas”

HELP TO WORK PLUS CONFERENCE • Bolsover “commission” activity as opposed to operating a “bidding” regime • Activity is commissioned based upon evidence of need being identified • Priority setting and action planning by partners to ensure interventions can be targeted to the right communities and to address need

HELP TO WORK PLUS CONFERENCE WNF funded project example: Intermediate Labour Market Programme 40 employment positions in Horticulture over 6 month period with training 40% went onto secure further employment Current BDC Project example: In-house Traineeship/Apprenticeship Programme aimed at Young People

  14. HELP TO WORK PLUS CONFERENCE Sheffield City Region (SCR) project example: Talent Match Working across the SCR to develop a Talent Match proposal to the BIG Lottery Close partnership working with neighbouring authorities to achieve economies of scale and joined up working
