  1. KEY TAKE-AWAYS • There are enough seats. • Younger Sibling priority rights. • Impossible to make everyone happy. • We are here to get your feedback.

  2. Lower Manhattan Zoning • Goals • Inputs • Process forward

  3. LOWER MANHATTAN ENROLLMENT • Kindergarten enrollment declined slightly from 2008-09 to 2009-10 • If students were enrolled proportionately across all four schools, all K sections would have had fewer than 20 students this year.

  4. Current Zones 2009 K and 1st grade students mapped by home address Blue house icons show buildings with > 5 students

  5. Proposed Zones – Option 1 PS 234 – Bounded by West St., Warren to Church, Chambers to Centre, and Canal. Both sides of Warren zoned to 234. PS 89 – Bounded by West St. south to Albany St. PS 397 – South of PS 234 to Liberty Street/Maiden Lane PS 276 – Lower BPC, Financial District

  6. Proposed Zones – Option 2 PS 234 – bounded by Canal, Church, Vesey and West Streets PS 397 – Canal, Church, Liberty/ Maiden Lane, eastern edge of former 234 zone PS 89 – Same as Option 1 PS 276 – Same as Option 1 Longer distances for PS 397, but reflects community input: north-south travel is easier, PS 234 curriculum use of Whole Foods and Barnes & Noble buildings

  7. Zoning Implementation • Younger siblings living in the current 234 and 89 zones will still have “in-zone sibling” priority at their older sibling’s school • Registration priority will be in-zone siblings, in-zone students, in-district siblings, etc. • Due to siblings, it is still possible that PS 234 in particular may reach its maximum capacity and require some zoned children to attend one of the other schools. • If there is excess demand during the intake process for any school, the school will hold a lottery. Students needing placement will be assigned to one of the other schools in the area.

  8. Q&A – LOWER MANHATTAN

  9. UPPER EAST SIDE - CONTEXT • PS 290 has been overcapacity for many years • This year PS 59 and PS 183 were not able to admit all zoned students • Wait-list process at 290, 183 and 59 was difficult for families and schools • East Side Middle School moving to its new building, creating newly available capacity in PS 158 building: 15 Full-size classrooms, plus administrative space • Longer-term, new PS 59 building adds 270 seats, and enables another use for MEETH building (approx. 400 seats)

  10. UES - Growth in Zoned Population

  11. Upper East Side Scenarios • This year, PS 59 and PS 183 had to cap K enrollment and assign zoned students to other schools • In 2010, PS 59 will have to reduce its K intake by 1 section = 25 seats • PS 290 historically overcrowded • Overall D2 K enrollment projected to increase Elementary School PS 158 • Planned additional 6th grade capacity for 2010-11: • East Side Middle School – 1 section • GVMS – 1 section • PS 276 – 2 sections Middle School

  12. Upper East Side Scenarios Large School, but there are many successful elementary schools this size or larger Expand PS 158 Elementary school approaches Incubate Elementary School for MEETH • When will MEETH be available? • New capacity adjacent to MEETH already planned 2 Elementary schools in PS 158 building Who goes to which school?

  13. Proposals • PS 59 – Lottery • Given the expected increase in capacity at the new building, it is premature to rezone this school. • Students still needing a seat will be assigned to PS 158. • PS 158 expands up to 2 sections per grade starting with Kindergarten. • PS 183 & 290 – Rezone a portion of each school into PS 158. • PS 198 – Establish a G&T program (1 or 2 sections) • Demand for G&T not fully met by Lower Lab or schools out of the area. • 198 currently both under-capacity and enrolling children from other districts

  14. UES 2010 Capacity Planning

  15. Current UES Zones

  16. UES Proposed Zones Changes: PS 290 – North side of East 72nd Street to south side of East 79th Street; East side of Lexington Avenue to west side of 2nd Avenue to PS 158 PS 183 – North side of East 72nd Street from 2nd Avenue to the East River shifts to PS 158 Collectively moves approximately 35 children to PS 158 zone = 30 K enrollments at 85% yield

  17. UES Option 2 Changes: PS 290 – Option 1 plus east side of 2nd Avenue from 79th Street to 80th street, then east to 1st Avenue. PS 183 – Option 1 plus north side of 71st Street from east side of 1st Avenue to East River Moves an additional 15-20 students to PS 158
