You are the leader of a small village in central Guatemala. The village consists of a few families, all of whom know each other. At present time, the quality of life in your village is quite poor. Your people live without health care, a formal education, clean drinking water, electricity as well as many other aspects of life that others take for granted. The infant mortality rate and the death rate of your village are very high. Diseases often spread to epidemic proportions.
Your villagers are eager to improve the quality of life in the village. You have acquired a small treasury made from donations from your villagers and the national government. The people of your village want to improve the village at any cost.
The time for advancement has arrived. With a sufficient number of money points and a highly motivated populace, your village has the opportunity to begin construction. With such a limited work force however, you have the resources to begin only one project. The project options and their costs are listed below.
As in the case of any developing villages, unwarranted events can and will occur during development. These events can be both positive and negative. The most important thing to remember however is that they occur randomly. Your village will experience an event during this round.

An independent contractor approaches your village and offers to construct either a water system or a health care center. He will employ your villagers for the job. The cost of construction is listed below:
Utilities S & None
A film crew from National Geographic got word of your recent attempts to improve your village. They see it as a great topic for a documentary. A representative of the film crew has offered you money up front.
The director of the documentary wants to make this film as in-depth as possible. He believes that the more complex the village is, the longer he can make his film. He sees the very utilities that you have been constructing as key aspects for the film. Because of this, he will pay you for each utility that you have. The royalties are listed below:
For several years now, there have been rumors of a drug-smuggling ring operating out of your village. Several of your government officials have stumbled upon this ring, and have threatened to turn them over to you.
The leader of the drug ring, sensing the danger that he was in, has made a drastic decision. He writes a letter to you.
To Whom It May Concern:
I will make this letter short. We have separate interest in this village. I mean no harm to the development of this community. To assure that I am serious. I offer you a “contribution” of 100 money points towards your efforts in the village. In return, I request only that you to maintain your course of action, and leave myself and my business out of your interests.

Your village has grown significantly as a result of your recent successes. The birth rate has increased and the death rate has dropped off sharply. Individuals from other villages have gotten word of what you have been doing, and have chosen to move into your village.
Although this may be quite an accomplishment, it means more trouble for you. You are now faced with overpopulation in your rapidly developing village. As your town grows, more woodland is removed to make way for housing. Buildings are now much closer together. Villagers share a small, cramped areas compared to what they are used to. These factors will play an enormous role in this next year, where you will be faced with crisis that will come about as a result of overpopulation.
As in year 2, your village will experience an event during this round.

The national government of Guatemala has just gotten word or your recent efforts to promote the development of your village. They wish to provide incentive for further progress. To do so, they have offered to pay for half of any one utility. The utilities and their discounted costs are listed below.
A large sum of money was stolen from the Guatemalan National Government and has somehow been incorporated into the local budget of either your village or your neighboring village.
While you have no current knowledge of this, you realize that it is possible that it may have been one of your local officials who introduced the money into your budget for last year’s construction.
The representative tells you that another government employee is currently contacting your neighboring village. During this conversation, he tells you that both you and the leader of the neighboring village will be questioned as to your village’s participation in this conspiracy.
The impact of your decision to confess or deny the situation can be seen when placed in a matrix such as the one below.
A laborer dies as a result of poor working conditions on a farm on the outskirts of your village. Laborers and merchants from every part of your village begin an uprising in the center of town. After several days of dispute, they submit their demands.
The workers in your village demand better living and working conditions. In order to do this, you would have to set up a minimum wage, as well as welfare and basic standards on working conditions. Most of your staff and advisors do no see is as your problem. They feel that you have more important things to spend your money on. Your options in this round are listed below:
Congratulations! Your efforts have once again been recognized by the National Government. They would like to reimburse your village for the work you have completed. You will receive a return on every utility that you have constructed. The payment list is shown below:
You once again have an opportunity to build. Because your village has grown to such a large scale, you are able (if you can afford it) to begin two projects at once. Should you choose to undertake two projects; the second project will require additional funds. The prices for these projects are as follows:
A fugitive from a neighboring village has escaped and has taken refuge in your village. Several villagers have confirmed the presence of the fugitive, but will not tell you or the leaders of the village from which the fugitive fled. In response, several unnamed assailants attempt to detonate a bomb in your village.

A proposal has been made by several neighboring villages to set up a simple system of roads linking your village to theirs. The roads will be made of packed clay, and will connect each village to all of the surrounding towns. The other villages are quite excited about the new idea but your fellow advisors warn against it.

< 600, Your village overthrew you and the national government took over in attempt to salvage the situation.
