  2. Bio-Background Marc Wine has served for 30 years in health care planning, policy and information technology, focusing on improving the nation’s health care delivery for consumers and providers. Currently, Marc works on Health IT coordination involving Federal, State, local and International governments with the GSA Office of Intergovernmental Solutions in Washington, D.C. Background, Cont.Health IT Sharing (HITS) Key Related Topics: Electronic Health Records (EHRs); Health IT Project Collaboration; Open Source Software (OSS) The Veterans Health Administration (VHA) HITS Program establishes cutting-edge arrangements for leveraging VA’s VistA Computerized Patient Record System (CPRS) to develop projects in collaboration with Federal health providers, State health care agencies, private sector providers and International health care agencies. These health IT sharing projects support VA’s HealthePeople Program, that supports veterans health care delivery and helps provide leadership in health IT for developing a nationwide health information network. Currently, VHA and DHHS Centers for Medicare & Medicaid (CMS) are collaborating to provide VistA – Office EHR, public domain EHR software to be made available at low cost to private physician practices nationwide.

Background, Cont.Intergovernmental Health IT Coordination Key Related Topics: Interoperability Standards and Tools; Infrastructure and Health IT Architecture; Innovations in Health IT; Public-Private Partnerships for Health IT Projects The GSA Office of Intergovernmental Solutions (OIS) is identifying cross-cutting health IT activities with Federal, State, local and International governments, in order to support key initiatives that are priority to the development of consumer-centric health care management. The strategy of the OIS is to provide leadership in coordinating health IT that supports the goals for a nationwide health information network, and making an electronic health record (EHR) available for every citizen within the decade.

Some Strategic Directions for Ontology Health IT Projects The Business Value for Health IT Ontology Tools in Health Data and Information Systems: • Promotes data quality in the electronic exchange of health information. • Supports patient safety and goals to reduce medical errors in health care delivery. • Facilitates development of open-standards, interoperable networks of health information systems and EHRs.

  6. Some Strategic Directions for Ontology Health IT Projects, Cont. Viewpoints and Strategic Assumptions • The use of ontology tools in health IT applications should be demonstrated early to optimize success with standards for interoperability. • Both major health IT projects and minor health IT applications or protocols are essential test components for harmonizing ontology tools. • Awareness of the relationship between the use of ontology software tools in health IT and other Lines of Business (LOB), is important to the overall U.S. economy.

  7. Some Strategic Directions for Ontology Health IT Projects, Cont. Policy Approaches for a Global System of Interoperable Frameworks • Coordinate an International Health IT and Medical Informatics Study or Work Group. • Identify objectives for health IT and informatics solutions in public health and disease issues of international priority, e.g., child immunization, SARS, hepatitis, HIV AIDS; and, database systems, open source EHRs, genomics, stem cell R&D, nanotechnology, pharmacogenentics, cyber-infrastructure. • Coordinate worldwide policies on interoperability, use of open-standards and internet-based tools in strategic project funding and grants management.
