Design Criteria • Objective: • Support Sustained Market Growth Towards the Solar RPS Goal • Rebate Component of Solar Program to Support ~30 to 40 MW of installed capacity during the 2009 – 2012 time horizon. Represents ~ 15% of the Incremental capacity required for 2012 target • Design so that we don’t recreate over-subscribed Queues • Pace incentive reductions to growth of installed capacity

  4. Design Criteria • Other Objectives: • Encourage/require integration with efficiency • Tie incentive to expected system performance • Encourage development in specific market segments (e.g. low income or public) through tiers and or budget category set-asides

Queue Transition Options • All queue transition options will be tied to new incentive levels, tiers, budget categories and program requirements (e.g. efficiency and/or expected performance based buy-down). • Incentive block step-downs can commence: • immediately, • at the end of first refusal period, • or the end of legacy block.
