SPECIFIC OBJECTS The TWIST project aims at reducing social exclusion from transport: • acting from a geographic standpoint, as to marginalization and scarce accessibility in internal, mountain areas and in urban area suburbs. • acting from a social standpoint, as to the exclusion of disadvantaged people from the right to move, due to reduced motor capacity or to social and economic reasons.

METHOD OF REQUESTING THE SERVICE MARCHE REGION:Call Centre with toll-free number and specific operator ABRUZZO REGION:Call Centre with toll-free number and specific operator MOLISE REGION : Call Centre with toll-free number and specific operator and telephone number of the transport company PUGLIA REGION: Call Centre with toll-free number and specific operator OBERHAVEL LANDKREIS: • Northern Oberhavel - Call Centre with common telephone access, 24 hours available • Southern Oberhavel and Hohen Neuendorf - Call Centre with common telephone access, 24 hours available for passenger information purposes only, no trip booking required . PROVINCE OF IOANNINA: • For intra-prefecture service, during the days Monday – Wednesday – Friday, the passenger can call directly to Ioannina KTEL station and the bus passes from passenger’s village • For the lines Ioannina – Kastoria and Ioannina – Kozani, there are predefined stops in Konitsa Village and Metsovo village respectively. Passengers inform dedicated KTEL agents at the Konitsa/Metsovo villages and the agents inform the central KTEL station for executing the intermediate stop along the routes Ioannina – Kastoria and Ioannina – Kozani

COMMUNICATION- IN THE AREA OF IMPLEMENTATION - MARCHE REGION: Letters from the Regional Councilor for Transport illustrating the service and how it runs sent to the homes of users in the localities involved in the project ABRUZZO REGION: Advertising posters and pocket timetables in offices and public concerns throughout the Mountain Community; advertising to make the public aware of the service at public events in the Summer. MOLISE REGION:Press releases, advertising campaign with advertising leaflets and posters aimed at the users and local authorities. PUGLIA REGION:Advertising posters, leaflets and TV commercials. STEPS • Analysing present transport systems and the current passenger demand -REALISED- • Testing new models leading “local” disadvantaged systems towards a European quality standard - REALISED- • Monitoring the new transport system through the systems agreed upon -TO BEREALISED- • Reproducing the programming, managing and control system identified in all similar areas in EU - TO BEREALISED-

Through Twist project, Abruzzo Region intends to: • Repeat a highly technological project • Validate a draft programme plan: system of analysis-technical design for transport adaptable to the requirements of the areas-use of advanced technology-cost of monitoring results • Assessing together with the local authorities the inclusion of call services in mountainous areas where high technology DRT systems may provide better performance, including direct services to school/work • Replace traditional LPT services in timeframes with lesser demand with a call system to the main railway lines/road systems ensuring simultaneous circulation inside the area in question and direct connections to health-cultural-social structures within short distances of each other.

  18. OUR CURRENT AIMS Actions 4, 5 and 6 are important for transferring the TWIST model to all areas of transport in the EU with similar characteristics. The transferability of the model is the strong point of the project; to realise this, all responsible partners must complete the following activities by 30th June 2007. WP 4.8: Reporting the use of the service (through the control parameters) RIO – KTEL; WP 4.9: Analysis of experimentation data and finalisation of the theoretical model. RIO – TRANSDANUBIAN; WP 4.10: Analysis of experimentation data and hypothesis of transferability. RIO – TRANSDANUBIAN WP 6: Monitoring. TECHNOSTART

TRANSFERABLE MODEL TWIST aims at implementing a common transnational strategy for territory development in order to optimise transport organisation in disadvantaged and marginalized areas from both a geographic and environmental standpoint, according to local requirements and with the object of comparing and eliminating “regional” differences and disadvantages. This specific object may be achieved through the possibility to reiterate the project in all European regions and to develop further actions at a EU level by the spreading of best-practices. Testing results will provide a new way to organise and manage transport services in “weak” areas, granting the mobility and the circulation of people and goods, both within the weak areas and towards national and international transport systems, thus promoting economic activities and reducing migrant phenomena.

From TWIST to the local planning of DRT systemsAction required Identify the EU-National-Regional sector regulations covering DRT-Demand Responsive Transport- Services Identify the definition and classification of DRT services in the regulations in force Introduce the necessary modifications to the regulations in force for the application of TWIST Establish the objectives to be pursued through DRT according to the choices of TWIST Choose the competent bodies for implementation on the basis of the principle of subsidies Choose the areas of transport for implementation through the system of indicators constructed from analysis of TWIST

From TWIST to the local planning of DRT systemsAction required Design the DRT services according to the TWIST transport design model Introduce procedures authorising the exercise of DRT services compatibly with ordinary Local Public Transport (LPT) and provided in the same areas Improve the regulations governing safety in exercising LPT services Planning the forms of coordination provided for integration between DRT and ordinary LPT Provide for forms of financing the DRT services re-planning the part of existing LPT services with lowest demand and transforming it into DRT services serving and circulating in the areas chosen

Work in progress: starting with the Twist projectthe Abruzzo Region intends to: • Replicate a highly technological project • Validate a planning scheme: system of technical analysis-design of transport services adaptable to the needs of different areas – use of advanced technology – cost of monitoring results • Assess together with local authorities the insertion of call services in mountainous areas where high technology DRT systems may provide the best performance, including direct services to school/work • Replace the traditional LPT services during the hours of less demand with a call system serving the main rail/road lines, ensuring internal area circulation at the same time and also a direct link to the main health, cultural and social structures within a short distance.
