Social Capital, the Foundation of Community Whereas physical capital refers to physical objects and human capital refers to the properties of individuals, social capital refers to connections among individuals – social networks and the norms of reciprocity and trustworthiness that arise from them (Putnam, 2000).

  6. Making Public Participation Work Most form of regulated public participation in the U.S. are ineffective (Innes and Booher, 2004); more collaborative methods may be an alternative solution

  7. Putnam’s argument: • Higher levels of social capital increase civic engagement • Public institutions ‘work better when there exists an independent and long-standing tradition of civic engagement’ (Beem, 1999)
