  4. What QMS is NOT … • A PERFECT system • Just a set of documents • Just “for certification” purposes • For compliance • Additional workload • KILLS FLEXIBILITY; Too much restriction/control • Expense

Joys … • Private sector recognition: Walking the talk • New learning experience: QMS function: A motivating assignment rather than “added workload” • Being recognized as “Champion for Quality Service” • Simplification of processes/make things easy • Objective recognition of defects/errors/lapses

  10. Message from S/PBF and USec. MMC Derived from from the DTI Roadmap, 2008-2010 + Message on the RODG-QMS The role of the Department of Trade and Industry is clear and unequivocal. We are here to ensure that the environment is conducive for business to thrive and compete, and in so doing, increase exports and investments, encourage the growth of micro, small and medium enterprises, develop industries to be more competitive, and create jobs. This task has not been easy. At times, immediate to short‐term solutions have been implemented as part of our adjustment measures. Meanwhile, adjustments in long term initiatives have been carefully planned to address our competitive issues, the impact of liberalization on our firms, evolving trends, more sophisticated consumer demand, and advances in technology. The pressing need, and a critical first step, as we see it today is to remove the barriers that impede the smooth flow of business transactions and the delivery of services to our clients.

MMC Thus, the focus of DTI is to streamline business procedures, facilitate speedy service delivery, reduce transaction costs, and minimize red tape to attract more investors into the country and ensure value for money of consumers. Cognizant of the need for a coordinated government, we, in the DTI, shall be the first to remove the barriers in the bureaucracy and present to our constituents a “whole of government” approach through a seamless bureaucracy. To an extent, we are strongly guided by the private sector mantra that the true measurement of success is consumer satisfaction. While the pursuit of profitable bottomline is clear in the case of private enterprise, we in Government, particularly the DTI, are prepared to be assessed by the efficiency and effectiveness in the way we deliver our services to our stakeholders.

MMC The Regional Operations and Development Group (RODG) Quality Management System (QMS) is dedicated to the women and men in the regions, particularly those in the countryside, who kept their faith in government and private sector partnership as a means of improving the landscape of doing business and protecting consumers. The QMS is a manifestation of our firm resolve to ‘break the barriers’ and be agents of change, in the hope that one day we, at DTI, will look back knowing that we made a difference in building a business enabling and consumer friendly environment.
