  3. Impact assessment (1) • Problems: • Process for adoption of mandated European standards is too slow • Underrepresentation of SMEs and societal stakeholders in European standard-setting • Fora and consortia standards cannot be used in public procurement

  4. Impact assessment (2) • Problem 1: process for adoption of mandated European standards is too slow: • Option 1A: Deadlines for delivery • Option 1B: European Agency for standards • Option 1C: Transparent and simplified procedures • Preferred options:1A + 1C

Impact assessment (3) • Problem 2: Underrepresentation of SMEs and societal stakeholders: • Option 2A: direct representation of SMEs and societal stakeholders • Option 2B: grant voting rights to representing organisations • Option 2C: strengthen position of representing organisations by operating grant • Preferred option:2C

  6. Impact assessment (4) • Problem 3: Fora and consortia standards cannot be used in public procurement • Option 3A: revive Decision 87/95/EEC • Option 3B: allow referencing in public procurement • Option 3C: upgrade fora and consortia to recognised standardisation bodies • Preferred option:3B

  9. Proposal for Regulation (1) Consolidated legal basis for European standardisation [COM(2011)315] which: • Replaces Decisions 1673/2006/EC and 87/95/EC, and part of Directive 98/34/EC • Amends several Directives (objections to harmonised standards)

  10. Proposal for Regulation (2) • Extend definitions and scope to services • Ensure cooperation between NSB on draft standards and work programmes (Arts. 3-4) • Increase Stakeholder participation: • An obligation for ESOs (Article 5) • For stakeholder organisations criteria in Annex III

Proposal for Regulation (3) • Planning, mandates and objections • European standardisation workprogramme adopted by the Commission: list of future mandates (Article 6) • Mandates (Article 7) • Objections to harmonised standards (Article 8): always applicable unless specific procedure in other Union acts (Article 22)

Proposal for Regulation (4) • Recognition of ICT standards for public procurement (Articles 9 and 10) • Suggestions from Member States or Commission • Stakeholder platform will give advice: expert working group with MS, industry, ESOs, Fora & Consortia, SMEs, societal groups (see communication) • Criteria: Annex II

  14. Proposal for Regulation (6) • Delegated acts: amendments of the annexes (Articles 16-17) • New committee (Article 18) • Formal role: objections to harmonised standards • Informal role: input and advice on standardisation issues (e.g. work programme)
