  2. TASK: CONDUCT DEPARTURE AIRFIELD CONTROL GROUP OPERATIONS. CONDITION: SOLDIERS WILL BE GIVEN A CLASSROOM BLOCK OF INSTRUCTION ON DEPARTURE AIRFIELD CONTROL GROUP OPERATIONS. SOLDIERS WILL BUILD 463L AIR PALLETS, WEIGH, MARK, AND COMPUTE THE CENTER OF BALANCE FOR MILITARY IMPEDIMENTA. STANDARD: EACH SOLDIER MUST PROPERLY WEIGH, MARK, COMPUTE THE CB FOR MILITARY IMPEDIMENTA AND BUILD 463L PALLETS. SOLDIERS MUST ALSO BE FAMILIAR WITH DACG OPERATIONS.

  4. MARSHALING PROCESS Marshaling is the process by which units move to temporary camps near the departure airfield and complete preparations for aircraft loading. The marshaling area includes the temporary camps and support facilities, and is the area from which the air movement operation is initiated

MARSHALING AREA UNITS PREPARATION FOR AIR MOVEMENT; ASSEMBLES VEHICLES/EQUIPMENT, SUPPLIES, AND PERSONNEL INTO CHALKS (LOADS) AND DELIVERS TO ALERT HOLDING AREA WHERE OPERATIONAL CONTROL OF EACH CHALK PASSES TO THE DACG FOR AIR MOVEMENT OPERATION. MAJOR FUNCTIONS • VERIFY PERSONNEL AND CARGO MANIFESTS. • PREPARES OTHER DOCUMENTATION AGREED UPON DURING THE JOINT PLANNING CONFERENCE. • CONDUCTS INITIAL INSPECTION OF EACH CHALK. • RELEASES EACH CHALK TO THE DACG AT THE HOLDING AREA.

System also allows the user to prioritize equipment for aircraft loading and identify HazMat issues prior to loading aircraft.

THE MAIN FUNCTION OF THE DACG IS TO INSURE THAT THE MOVEMENT OF EQUIPMENT AND SUPPLIES FROM THE ALERT HOLDING AREA TO THE CALL FORWARD AREA IS ACCOMPLISHED IN ORDERLY FASHION. THE RECEPTION OF AIRCRAFT LOADS AND THE PERFORMANCE OF A PRE-INSPECTION ARE THE MAJOR FUNCTIONS ACCOMPLISHED. MAJOR FUNCTIONS • ACCEPTS CHALK FROM DEPLOYING UNIT, PRE-JI. • CONDUCT INSPECTIONS. • ESTABLISHES TRAFFIC FLOW PATTERN. • ESTABLISHES COMMUNICATIONS WITH DEPLOYING UNITS, FUNCTIONAL AREAS, ATMCT AND TALCE. • COORDINATES LOGISTICAL SUPPORT AS REQUIRED.

DACG MISSION - THE MISSION OF THE DACG IS TO COORDINATE AND CONTROL THE OUTLOADING OF UNITS FOR DEPLOYMENT. - DACG WILL CONDUCT FINAL BRIEFINGS AND PERFORM FINAL MANIFEST CORRECTIONS BASED ON ACL, COMPILE STATISTICAL DATA, AND ALONG WITH ALCE CONDUCT JOINT INSPECTIONS AND CORRECT DISCREPANCIES.

  28. DACG COMMANDER • BRIEF ALL PERSONNEL ENGAGED IN DACG OPERATIONS. • ESTABLISH REQUIRED COMMUNICATIONS. • OBTAIN PARKING AND FLOW PLAN FROM TACTICAL AIRLIFT CONTROL ELEMENT. (TALCE) • COORDINATE MATERIAL HANDLING EQUIPMENT (MHE) WITH ALCE. • ENSURE THAT SUFFICIENT SUPPORT TEAM PERSONNEL WITH PUSHER • VEHICLES AND EQUIPMENT ARE AVAILABLE TO ACCOMPLISH • MISSION.

DACG OPERATIONS OFFICER • DIRECTLY RESPONSIBLE TO THE DACG COMMANDER FOR ALL DEPARTURE FUNCTIONS. • ENSURES THAT ALL COMMUNICATION ARE OPERATIONAL BETWEEN ALL ELEMENTS OF THE AACG. • MAINTAINS CURRENT STATUS OF ARRIVALS/DEPARTURES OF DEPLOYING UNIT PERSONNEL AND EQUIPMENT AT ARRIVING AIRFIELD • ENSURES THAT AIRFIELD DIAGRAMS WITH ROUTES DESIGNATED TO RELEASE POINTS/HOLDING AREAS ARE PROVIDED TO DEPLOYING UNITS • COORDINATE WITH TALCE TO ENSURE THAT PERSONNEL AND CARGO ARE CLEARED FOR ARRIVING AIRCRAFT AND GUIDED TO RELEASE POINT OR HOLDING AREA. • ENSURES THAT SHORING/FLOOR PROTECTUIOIN MATERIAL IS RETAINED BY DEPLOYING UNIT AS DETERMINED AT THE JOINT PLANNING CONFERENCE

HOLDING AREA OFFICER • COORDINATES MHE USE WITH THE TALCE AND AACG. • KEEPS OPERATION OFFICER INFORMED OF PROBLEMS THAT WOULD EFFECT THE MOVEMENT PLAN. • COLLECTS SHORING/FLOOR PROTECTION MATERIAL FOR ARRIVING UNITS (APPLIES ONLY IF DEPLOYING UNITS WERE INSTRUCTED TO DISPOSE OF SHORING MATERIAL AT ARRIVAL AIRFIELD • RETURNS ALL AIR FORCE EQUIPMENT (463L PALLETS, NETS, TIE-DOWN DEVICES, ECT…) TO THE TALCE

  31. SHIFT OFFICER • ENSURE LOGISTICAL REQUIREMENTS FOR DACG ARE MET. • PROVIDE DEPLOYING UNITS WITH POINT OF CONTACT FOR LOGISTIC • SUPPORT TO INCLUDE: • - WATER SUPPLY POINTS. • - RATION SUPPLY POINTS. • - LATRINE AND SHOWER FACILITIES. • - FUEL SUPPLY AND FUEL DRAINAGE AREA. • - BILLETING (IF REQUIRED). • SECURE AND SUPERVISE MAINTENANCE FACILITIES FOR THE DACG • AND DEPLOYING UNITS.

  32. SHIFT OFFICER • COMPILE PERTINENT DATA REQUIRED BY THE DACG. • COORDINATE WITH ALCE ON REPORTS REQUIRED BY HIGHER • HEADQUARTERS. REPORTING WILL INCLUDE, BUT NOT LIMITED TO • THE FOLLOWING: • - PERSONNEL AND EQUIPMENT THAT HAVE DEAPRTED THE • DEPARTURE AIRFIELD IN ROUTE TO THE OBJECTIVE AREA. • - NUMBER OF AIRCRAFT AVAILABLE FOR LOADING. • - NUMBER OF AIRCRAFT REQUIRED TO COMPLETE LIFT. • - NUMBER OF ABORTS. • - TROOPS AND EQUIPMENT AVAILABLE FOR LOADING.

  33. SHIFT OFFICER • INSPECT BOTH PASSENGER AND CARGO MANIFEST AND MAKE • CORRECTIONS AS NECESSARY. • CHECK MANIFESTS, COLLECT THE NUMBER OF COPIES REQUIRED, • AND DELIVER TO THE DACG OPERATIONS OFFICER.

  34. OPERATIONS NCO • COORDINATE WITH OPERATIONS OFFICER. • COORDINATE WITH UNIT LIAISON OFFICER. • COORDINATE WITH YARD NCO. • ISSUE SPECIAL INSTRUCTIONS TO ALERTED AIRCRAFT LOADS.

ADMINISTRATIVE OFFICER • ASSIST IN PREPARATION OF AND/OR CHANGES TO PASSENGER AND • CARGO MANIFEST. • ENSURE ALL PERSONNEL RECEIVE A SAFETY BRIEFING. • ENSURE THAT ALL INCIDENTS AND ACCIDENTS ARE INVESTIGATED • AND PROPERLY REPORTED. • ENSURE THAT PERSONNEL AND RELATED SERVICES ARE PROVIDED BY • THE BASE/INSTALLATION FOR DEPLOYING UNITS, TO INCLUDE • MEDICAL SERVICES. • DUTIES OF THE ADMINISTRATIVE OFFICER WILL BE PERFORMED BY • THE OPERATIONS OFFICER IN SCALED DOWN MISSIONS.

LOGISTICS OFFICER • ENSURES THAT LOGISTICAL REQUIREMENTS FOR AACG ARE MET . • COORDINATEDS WITH UNIT REP AT THE ARRIVAL AIRFIELD AREA FOR GROUND TRANSPORTATION AS REQUIRED TO MOVE PERSOONNEL AND EQUIPMENT TO THE OBJECTIVE AREA. • COORDINATES AND SUPERVISES GROUND TRANSPORTATION TO MOVE UNITS TO THE OBJECTIVE AREA

  37. STATISTICS OFFICER • COMPILE PERTINENT DATA REQUIRED BY THE AACG. • COORDINATES WITH THE TALCE ON REQUIRED REPORTS TO HQ. REPORTS • WILL INCLUDE BUT NOT BE LIMITED TO: • 1. PERTSONNEL AND EQUIPMENT THAT HAVE DEPARTED THE AIRFIELD AND ARE ENROUTE TO THE OBJECTIVE AREA • 2. # OF ABORTS • 3. NUMBER AND LOCATION OF ANY UNSCHEDULED STOPS ENROUTE • 4. NAME OF ALL PERSONNEL KILLED OR INJURED IN ANY AIRCRAFT ACCIDENT

LOADS ARE MOVED FROM THE CALL FORWARD AREA AND RELEASED TO THE TALCE AT THE READY LINE. MAJOR FUNCTIONS • CONDUCTS JOINT INSPECTION. • CONDUCTS FINAL BRIEFING AND PERFORMS FINAL MANIFEST CORRECTIONS. • COMPILES STATISTICAL DATA. • PROVIDES AREA FOR CORRECTION OF DISCREPANCIES IDENTIFIED DURING THE JOINT INSPECTION. • RELAYS DISCREPANCY INFORMATION TO AHA AND HA FOR CORRECTIONS.

YARD NCO (CALL FORWARD AREA) • RECEIVE INSTRUCTIONS FROM THE DACG OPERATIONS OFFICER • INSPECT ALL LOADS UPON RECEIPT FROM ALERT HOLDING AREA. • PROVIDE GUIDES TO ESCORT THE THE PLANE LOADS THROUGH • LOADING RAMP AREA TO DESIGNATED PLANE SITES OR RELEASE • POINTS. • INFORM OPERATIONS OFFICER OF PROBLEMS AFFECTING MOVEMENT • SCHEDULE. • UNLOAD PERSONNEL AND EQUIPMENT FROM ABORTED AIRCRAFT AND • GUIDE TO SPARE AIRCRAFT OR TEMPORARY HOLDING AREA. • INFORM DACG OPERATIONS OF PROBLEMS THAT AFFECT THE • MOVEMENT SCHEDULE.

YARD NCO (CALL FORWARD AREA) (CONT) • COORDINATE WITH ALCE TO ENSURE AIRCRAFT ARE PARKED AND • ASSIGNED NUMBERS ACCORDING TO THE LOADING PLAN. • COORDINATE MHE REQUIREMENTS WITH DACG AND ALCE. • CHECK MANIFEST, COLLECT THE NUMBER OF COPIES REQUIRED, AND • DELIVER TO THE DACG OPERATIONS OFFICER.

  43. READY LINE/LOADING RAMP AREA TALCE AREA OF RESPONSIBILITY. RECEIVES CONTROL (AIR MOVEMENT OPERATIONS) FROM THE DACG AND CONDUCTS ADDITIONAL BRIEFINGS/INSPECTIONS AS REQUIRED. RESPONSIBLE FOR ALL AIR MOVEMENT OPERATIONS FROM LOADING TO AIRLIFT. MAJOR FUNCTIONS • ESTABLISHES AIRCRAFT PARKING PLAN. • RECEIVES LOAD AT READY LINE, DIRECTS TO AIRCRAFT. • IN CONJUNCTION WITH AIRCRAFT LOADMASTER OR LOAD TEAM CHIEF, SUPERVISES THE SUPPORTED SERVICE WHILE LOADING AND RESTRAINING CARGO ABOARD AIRCRAFT.

PROCEDURES FOR MAKING A TRANSPORTATION CONTROL NUMBER (TCN) FROM A UNIT LINE NUMBER (ULN) A TCN is a 17 character data element assigned to control and manage every shipment unit throughout the transportation pipeline. the TCN for each shipment is unique and not duplicated 5 steps of constructing a TCN from a ULN utilizing an EXAMPLE 5 digit ULN: CEAA1. 1. Position 1 is a service code, (A for Army.) EXAMPLE: A. (service codes taken DOD 4500.32-R, Appendix G) 2. Positions 2-8 (7 total positions) are reserved for the ULN (for the 5 digit ULN “CEAA1”, add 2 zeros to fill out the remaining positions.) EXAMPLE: CEAA1 00 3. Positions 9-14 (6 total digits) are reserved for the cargo item’s increment number off the CALM (AALPS) load plan. EXAMPLE: BM0001 4. Position 15 is reserved for a zero EXAMPLE: 0

  47. PROCEDURES FOR MAKING A TRANSPORTATION CONTROL NUMBER (TCN) FROM A UNIT LINE NUMBER (ULN) (continued) 5. Positions 16 &17 are reserved for a split / partial shipment indicator, normally “XX”. If more that one piece of cargo will be moving under this TCN, you can give each piece its own identity by replacing the last “X” with alpha characters “A” through “B”.
