  1. Infrastructure – From Planning to Implementation General Scope of Work • Partner with City of Hampton regarding the potential for their provision of municipal services • Study similar opportunities with the City of Newport News Waterworks Division • Review other alternatives for water and sewer service – privatization or an authority

  2. Infrastructure – From Planning to Implementation General Scope of Work (continued) • Determine alternatives electrical service with Dominion Virginia Power • Review of further flood protection requirements to protect the Fort’s infrastructure • MOU to MOA Expectations

  3. Infrastructure – From Planning to Implementation Discussions/Meetings with City of Hampton and other Agencies • 16 meetings with 11 City of Hampton Departments – provision of municipal services • Fort Monroe DPW – Further updates on studies and current capital projects

Infrastructure – From Planning to Implementation Discussions/Meetings with City of Hampton and other Agencies (continued) • Army Corps of Engineers – Further background on May 2005 Flood Protection Study • Dominion Virginia Power – provision of electrical power • City of Newport News- Waterworks Division – provision of municipal service for water system

Infrastructure – From Planning to Implementation Findings from Meetings and Due Diligence • Cities of Hampton and Newport News want to know condition and capacity of the infrastructure they would be“inheriting” • Infrastructure would require conformance to City, regional, and State standards • Further studies will be required to assess condition and capacity

Infrastructure – From Planning to Implementation Findings from Meetings and Due Diligence (continued) • Uncertainty about completion of capital projects recommended from previous studies • Dominion Virginia Power Agreement with Army may be transferable • Municipal services process is complex and will take time to complete • Infrastructure costs will increase from current estimates

Infrastructure – From Planning to Implementation Next Steps • Completion of current studies by end of 2008 • FMFADA/City meeting to discuss expectations and challenges • Further discussions and meetings through 2009 to clearly define additional studies • Development of a timeline and milestones to implement possible agreements with the Cities and other service providers

Infrastructure – From Planning to Implementation Next Steps (continued) • Preliminary MOU between FMFADA and Cities of Hampton and Newport News by mid 2009 • Detailed additional studies in FY 10 • Development of detailed capital infrastructure costs at conclusion of studies • Engagement of Virginia Natural Gas, Verizon, and Cox Communications into discussions in 2009
