  3. Annual increase in areas under irrigation 1992-2000 CAADP annual increase proposal: 1.3% for large irrigation 3.5% for small-scale irrigation Yet, only 30% of area under irrigation had a growth rate of more than 1.3% per year between 1992 and 2000. Only 9% of the area grew at 3.5% per year.
