  2. What is BR 2005? Background: • Initiative of the BEAC Council • 2003 Declaration: SAR, Exercises and Civil-Mil relations • BR 2005 Consist of: • Alarm exercise (ALARMEX) • Field Training Exercise (FTX) • Additional activities (workshops, lectures, exhibitions, etc) • Takes place: • Finnmark late August - early Sept 2oo5 • Largest and most complex FTX of its size • Ambitious ALARMEX • Planned since late 2003.

  3. Aim: • BR 05 overall aim is to: “Facilitate co-operation between countries and civ-mil services who might become involved in an emergency relevant to the Barents region in order to improve preparedness and operational effectiveness of civil protection and emergency response”

  4. ALARMEX - Focus ALARMEX focuses on: • Warning, mobilization and co-ordination on the levels JRCC/Bodø - RHQNN and above • Warning, requesting ad co-ordination of rescue assistance from BEAC countries • Crisis communication with involved countries embassies, media ship owners, next of kin, etc • Possible establishment of leadership structures for a crisis situation one normally do not exercise for.

  5. Participation Includes: • App 3000 personnel, from a variety of GO and NGOs including neighbouring countries • App 1000 roleplayers • 12 – 15 helicopters, fm the BEAC countries • 4 cost guard vessels • 2 cruise vessels • 1 tank vessel • Etc

  6. Field Training Exercise (FTX) • The FTX is an exercise with focus on activities at field level, i.e. JRCC/RHQNN and below. • The focus is on training tactical, technical as well as leadership/co-ordination skills at this level.

CIS: Communication and information systems: • Telephone communication is the prime communication system • VTC will be established for the Table Top meeting • Data Network will be established in order to insure information to all participants and observers, called Crisis Management Information System(CMIS).
