Established in 1994 in Calgary, Alberta We have built a diverse foundation of natural gas and power infrastructure AltaGas Renewable Energy LP committed to developing renewable energy in western North America Approximately 1,500 MW of wind projects under development Approximately 400 MW of run-of-river projects under development or construction Bear Mountain Wind Park 102-MW became operational in October 24, 2009 Introduction to AltaGas

  4. Project Overview Purpose and Need • Consider right-of-way (ROW) to construct project • Assist the State in meeting the Renewable Portfolio Standard

  5. Project Overview Project Location • 1,500 acres, on BLM land • Unincorporated areas of Lake and Colusa counties • North of State Highway 20 between the towns of Williams and Clearlake

Why Are We Here? • BLM is preparing an Environmental Impact Statement (EIS) • Present project overview • Allow the public to provide BLM information and identify concerns • Use this information to develop and analyze the project • BLM will utilize and coordinate the NEPA commenting process to satisfy the public involvement process for Section 106 of the National Historic Preservation Act (NHPA)

  9. Environmental Review • The Bureau of Land Management (BLM) is the National Environmental Policy Act (NEPA) lead agency

  10. Preparation of the EIS • Notice of Intent (June X, 2010) • Scoping Period (from June X to July 22, 2009) • Draft EIS and Public Comment Period (90 days; anticipated Q2 2011) • Final EIS (to be determined) • Record of Decision (60 days after final EIS)

NEPA Objectives • Allow the public to provide BLM with information and identify concerns • Identify reasonable alternatives for analysis • Analyze environmental impacts of proposed project and alternatives • Identify ways to avoid or reduce environmental impacts • Provide BLM with information so a decision can be made after the EIS is complete
