  2. BEHAVIORAL HEALTH Behavioral health is related to how an individual reacts to various life situations. Behavioral health issues of concern include a variety of behaviors that may be associated with post-traumatic stress disorder, mild traumatic brain injuries, combat stress or other stress, and/or suicidal thoughts or tendencies. Unusual or inappropriate behaviors may warrant psychological health care and treatment.

  4. PURPOSE TO PROVIDE INFORMATION ON A NEW ARMY SPECIAL INTEREST REQUIREMENT FOR EVALUATION REPORT SUPPORT/COUNSELING FORMS AND PERFORMANCE COUNSELING IN RESPONSE TO THE REFERENCED MESSAGE. THE MESSAGE STATES THAT RATERS WILL ADDRESS WITH RATED OFFICERS & NCOs HOW THEIR ACTIONS IN HANDLING SOLDIERS WITH BEHAVIORAL HEALTH ISSUES IMPACT COMMAND CLIMATE & OVERALL UNIT PERFORMANCE. THIS MESSAGE SERVES AS AN INTERIM UPDATE TO THE SPECIAL INTEREST ITEMS FOR EVALUATION REPORT SUPPORT/COUNSELING FORMS AS STATED IN AR 623-3, EVALUATION REPORTING SYSTEM, DATED 17 AUGUST 2007. THIS REGULATION IS BEING UPDATED FOR PUBLICATION IN EARLY 2010.

  5. POSITION LEADERS PLAY A CRUCIAL ROLE IN DECREASING STIGMA AND PROMOTING POSITIVE ATTITUDES TOWARD SOLDIERS WITH BEHAVIORAL HEALTH ISSUES THAT WARRANT PSYCHOLOGICAL HEALTH CARE AND TREATMENT. IN GENERAL, THESE INCLUDE A VARIETY OF UNUSUAL OR INAPPROPRIATE BEHAVIORS THAT MAY BE ASSOCIATED WITH POST-TRAUMATIC STRESS DISORDER, MILD TRAUMATIC BRAIN INJURIES, COMBAT STRESS OR OTHER STRESS, AND/OR SUICIDAL THOUGHTS OR TENDENCIES. THE ARMY’S GOAL IS TO INCREASE LEADER AWARENESS AND SUPPORT IN REMOVING THE STIGMA ASSOCIATED WITH SOLDIERS SEEKING THE PSYCHOLOGICAL COUNSELING AND/OR CARE THEY NEED AND ENCOURAGING SOLDIERS TO SEEK AND USE AVAILABLE RESOURCES. INDIVIDUAL SOLDIER AND UNIT MORALE, AS PART OF A UNIT’S COMMAND CLIMATE, ARE DIRECTLY AFFECTED BY THE LEADER’S ACTIONS AND HIS/HER ATTITUDE TOWARD SOLDIERS WHO EXPERIENCE BEHAVIORAL HEALTH ISSUES.

REQUIREMENTS - ALL RATERS WILL DISCUSS WITH RATED OFFICERS AND NCOs THE IMPORTANCE OF THEIR SUPPORT OF BEHAVIORAL HEALTH GOALS DURING INITIAL EVALUATION REPORT PERFORMANCE COUNSELING. - ADDITIONALLY, ALL RATED OFFICERS AND NCOS WILL HAVE PERFORMANCE OBJECTIVES IDENTIFYING THEIR SUPPORT OF BEHAVIORAL HEALTH GOALS DOCUMENTED ON THEIR COUNSELING AND SUPPORT FORMS.

SAMPLE SUPPORT/COUNSELING FORM PERFORMANCE OBJECTIVES (OER) • Ensure all of my officers and NCOs keep a watchful eye on their Soldiers’ behaviors to quickly identify deviations and/or those requiring psychological counseling and/or other care. • - Emphasize to my Soldiers that my open door policy is available for them. • Remove the stigma associated with Soldiers seeking help by communicating the Army’s policy to my Soldiers and admonishing any Soldier who ridicules or ignores a fellow Soldier in need of behavioral health assistance. • Seek the guidance of professionals if I have concerns about changes in a Soldier’s demeanor and escort the Soldier to a healthcare facility, if needed.

SAMPLE SUPPORT/COUNSELING FORM PERFORMANCE OBJECTIVES (NCOER) • - Inform my Soldiers about the behavioral health website where assistance facilities are located. • - Implement a buddy awareness system and provide a contact card to each of my Soldiers. • Meet with, talk with, and listen to Soldiers who appear to have behavioral health issues. • - Always be aware of my Soldiers’ behavior and available to them.

  9. REQUIREMENTS FOR EVALUATION REPORTS There is NO expectation that comments about a rated officer’s or NCOs support of the Army’s behavioral health goals will be made on evaluation reports. However, the actions taken (or not taken) by a rated officer or NCO in situations when intervention was required to get psychological assistance for a Soldier with behavioral health issues may be addressed, as deemed appropriate by the rating officials.
