Rwanda's case: Preparation of the PoA • Preparation of APRM PoA is an integral part of the entire review process • Actual PoA was done after identification of governance gaps • Draft proposal by the technical review team • Validation by the general stakeholders forum • By-in of the implementing institutions/ agencies • APRM guidelines provides the starting point.

  4. Implementing the PoA • Designing M&E framework • Revisiting KPI • Integration of the PoA into national priority programs-EDPRS, MDGs etc-- • Ownership around the Implementation of PoA by the implementing agencies and partners • Commissioning studies on overarching issues and registered best practices.

  5. Accessing the implementation status • Draft report by the experts-KPS associate of KPMG, assisted by the F/Ps • Validation by the General Stakeholders Forum • Rwanda presented the first bi-annual progress report after the review. • Next report covering one year after the review will be presented at the Seventh APRM Forum in Ghana

  6. Challenges • Data collection on KPI • Sustaining dialogue with stakeholders • Capacity constraints • Building an effective M&E • Realistic costing of activities
