  1. The student will explain the importance of significant social, economic, and political developments in Georgia since 1970. 8H12

  2. Evaluate the consequences of the end of the county unit system and reapportionment.

  3. County Unit System • Problem/issue to deem necessary: • farmers (rural areas) lacked a prominent voice in primaries=fair share of funding/tax breaks/jobs, etc • Define: • est. a specific vote for large/middle/small populated areas in GA. ex. Largely=6 • Small=2 medium=4

  4. Solution/intent: • equal political power between rural (less pop.) with urban (highly pop.) • New problem: • 1/3 of voters controlled 60% of county unit votes=urban areas/more pop. had less political power than rural counter parts

  5. 14th amendment- • blacks are citizens (ship) • County unit system and accordance w/14th amendment- • no- 1963 “No matter where someone resides, their vote cannot count more than any other person’s vote” • Justify- the county unit system violated the 14th amendment-

Appealing for County Unit System • Gray vs. Sanders 1963 • reinforced the “one person, one vote” • 1964 Wesbury vs. Sanders • Legislative districts should depend only on pop. not county boundary lines; therefore, Gen. Assembly had to reapportion Congressional voting districts (why? Ensure districts were of equal pop. Sizes)

  9. 2 party system • Have we always had a 2 party system? • No- • George Washington saw no need for political parties and was unhappy when they began to develop.

  10. When did it evolve? & Why did it evolve? • The first political parties formed because Thomas Jefferson and Alexander Hamilton disagreed about how much power the Federal Government should have and how much should be left in the hands of the states.

  11. Has GA always been a two party state? • For decades Georgia was basically a one-party state. We were part of the “Solid Democratic South” • 1980s-1990s GA began a shift in politics. 1980 first Republican from GA elected to Senate • 2002 Republicans ended the 100yr rule by Democrats in Gov role since Reconstruction
