  2. Welsh Housing Quality Standard • WHQS – Programme to improve all Council and Housing Associations up to a WAG standard by 2012 • Expenditure estimated to exceed £3bn in 1st 5 years + another £4bn over 30 • Next year £500,000,000 to be spent on housing across Wales
