Our goal in Massachusetts To prepare all studentsfor success after high school Our core strategies • Prepare all students for success after high school by: • Strengthening curriculum, instruction, and assessment • Improving Educator Effectiveness(For Leaders and Teachers) • Turning around the lowest performing districts and schools • Using data and technology to support student performance RTTT funding has enabled us to do much this work, but much of our principal leadership development has been possible with the support of the Wallace Foundation over several years.   5. Key Objective: Develop new Leadership Standards for Licensure that are more rigorous in order to strengthen the leadership work force at all career stages Single set of Performance Standards for all Administrative Leaders 4 Performance StandardsFor Licensure and for Evaluation

Principal Performance Assessment for Licensure Massachusetts is giving priority to the development of high quality performance assessments that can improve the identification of candidates who are ready for initial leadership positions as well as inform and guide leadership preparation pathways about their effectiveness in developing successful candidates Our current Charge: To develop a framework and implementation plan for a reliable and valid performance assessment system that is aligned to Massachusetts Leadership Standards that must be passed in order to be granted an initial license from the Commonwealth regardless of the preparation pathway followed by the candidate This work is to support meeting the overarching goal of improved outcomes for students.   15. 2012-2013 Implementation • Scaling up for “Phase II” of educator evaluation initiative: • From partial implementation in 20 districts to full implementation in 232 districts • Beginning the work of rating educator impact on student learning, growth, and achievement • Focus of support from ESE: • Training for implementation • Collecting and vetting local assessments for district-determined measures Massachusetts Department of Elementary and Secondary Education

ESE Support for District-Determined Measures • Building a “repository” of local assessments to support districts in identifying district-determined measures for every grade and subject • Leveraging statewide content experts and national assessment experts • Collecting and vetting current district assessments • Modifying as needed to strengthen and ensure alignment with Common Core standards • Additional guidance to be phased-in Massachusetts Department of Elementary and Secondary Education
