Hot Spots Basics • Program approved by Legislature in 1987 • Initially, a Public “Right to Know” Law • Amended Since to Require Risk Reduction • Requires facilities to: • Quantify Air Toxics Emissions (730+ compounds) • Assess Offsite Impacts of Emissions • Notify Neighbors if Emissions Pose Significant Risk • Reduce Risk to Less-than-Significant Level • Notification and Significant Risk levels established by APCD Board

Significant Risk Sources • Five Significant Risk facilities remain from original 51 – a 90% reduction since early 90’s • Carpinteria Oil and Gas Plant (Venoco) • Ellwood Oil and Gas Plant (Venoco) • Santa Maria Refinery (Greka) • Cat Canyon Lease + UCB/Dominion Lease (Greka) • Zaca Field Lease (Greka) • Risk Reduction dates established for each facility • APCD working with each operator • Health Risk Assessments to confirm reduced risk

Significant Risk Sources– cont. • Public Notification in Fall, 2004 • Based on revised Health Risk Assessments that account for: • Updated toxic emissions information • Implementation of risk reduction measures • Facilities with Significant Risk must Notify • Enforcement action may also result for those that have not reduced by due date

Upcoming Efforts • Oversee Risk Reduction, HRAs and Notification for Significant Risk sources (Summer & Fall, 2004) • Database integration (toxics, emissions, permitting) – allow for quick HRAs, simplified data submittal by operators (2004) • Small source toxics assessments – body shops, dry cleaners (2004/2005) • Integration of diesel engines into Hot Spots program – quantify, assess, notify and reduce (2004/2005+)

Ellwood Facility (Venoco) • Significant Risk from… • PAH, Benzene: cancer risk = 53/million (> 10/million) • Hydrogen sulfide: acute non-cancer risk = 21 (HI>1) • Hydrogen sulfide: chronic non-cancer risk = 2.3 (HI>1) • Risk Reduction measures • Reassess offsite risk after… • “zoning” of plant & recalculating fugitive emissions • speciation of PAH • Risk Reduction due date: July, 2004

Carpinteria Facility (Venoco) • Significant Risk from… • PAH : cancer risk = 14/million (> 10/million) • Acrolein : chronic non-cancer risk = 8 (HI>1) • Risk Reduction measures • Eliminate marine vessel usage at pier • Reevaluate acrolein emissions • Investigate and install post-control equipment • Investigate emerging emission reduction options • Risk Reduction due date: July, 2004

Santa Maria Refinery (Greka) • Significant Risk from… • Benzene : cancer risk = 21/million (S/R > 10/million) • Hydrogen sulfide: acute non-cancer risk = 18.2 (HI>1) • Risk Reduction measures Reassess offsite risk after… • Refined fugitive emissions evaluation • Risk Reduction due date: August, 2006
