Purpose • The purpose of this initiative is to evaluate the usefulness of the current Study Program Report, whether it should continue and to recommend improvements • There is an increasing need from other WECC groups for TSS to perform specialized studies • The new NERC Reliability Standards require Transmission Planners and Planning Coordinators to perform coordination studies traditionally done through the WECC Annual Study Program

TSS Annual Study Program Task Force Task Force was created by TSS at August 2011 meeting to review Annual Study Program Report Task Force Membership: Marv Landauer, ColumbiaGrid, Chair David Franklin, SCE Mark Graham, TSGT Branden Sudduth, WECC Tracy Rolstad, AVA Craig Quist, PAC Ann Finley, MWD Philip Augustin, PGE Kent Bolton, WECC Riken Shah, NWE John Gross, AVA Gordon Comegys, ColumbiaGrid Tom Green, PSCo Joe Seabrook, PSE

  4. Recommendations • Does the Annual Study Program provide value, should it continue? • TSS agrees it should • Should the Annual Study Program content be modified? • TSS would like to finalize recommendations for PCC approval

Recommendations for ASP • Annual Study Program (ASP) will include creation of quality base cases • No Performance Log Items will be generated from ASP • ASP will no longer include RAS/Path Studies • ASP will include one special study from survey responses • System Assessment Summaries will be collected and compiled in ASP • ASP should be reviewed biennially • Stressed base cases will only be created on request

Quality Base Cases • A group of outages including dynamic, power flow and post-transient studies will be run on each base case as it is completed as a quality check and part of the final case review • modeling errors like impedances, topology, etc. • Outages selected from previous study programs will be run on the review case • No performance log items will be identified from these outages. • If criteria/standards are not met, the owner of the facility will have an opportunity to determine whether the performance is acceptable or whether data corrections are necessary. • Compilation of unresolved performance issues in the final case will be presented to TSS/SRWG for information. • TSS agrees with this change

Arizona-Southern California Outages on September 8, 2011 • Excerpt from Recommendation 17: • “WECC, as the RE, should … ensure that all facilities that can adversely impact BPS reliability are … incorporated into planning and operations studies...” • More emphasis will be needed to including proper network representation in base cases

  8. 2. No Performance Log Items will be Generated • TPL-005 is proposed to be deleted in the future • RRO will have a changing role • No Performance Log Items will be generated from the WECC Annual Study Program

RAS/Path Studies • The Annual Study Program will no longer include RAS and Path studies. • RAS/Path operators are responsible to stress base cases and analyze outage studies to test RAS and paths to show compliance to PRC-012 through 014. • Seasonal Studies will also verify RAS and path capability for OTC studies

  10. 4. Special Studies • The Annual Study Program will include special studies from the annual survey responses. • 2012 will include VGS/TEPPC Study Request • Special Studies could include major system disturbance analysis (if there is an issue/need) • TSS agreement on this portion

System Assessments • To help show compliance with Standard TPL-005 (today) or TPL-001-2 (future replacement of TPL-005), utilities are encouraged to provide WECC an Executive Summary of their TPL system assessments which WECC will compile into a single document. • The intent of these assessments is to identify transmission issues on utility systems that impact other systems. • Annual Progress Report submissions should include a correlation between the issues identified in the System Assessments and the planned projects.

System Assessments • Alternatives for System Assessment: All options include WECC compiles all corrective action plans in a log and tracks mitigation • WECC does nothing in the Annual Study Program with respect to System Assessments • WECC compiles assessment summaries (template/format as defined by WECC) from utilities and or regional planning groups • WECC collects and posts full assessments from utilities

  13. 5. System Assessments (cont.) Current Standard: Standard TPL-005 B. Requirements R1. Each Regional Reliability Organization shall annually conduct reliability assessments of its respective existing and planned Regional Bulk Electric System (generation and transmission facilities) C. Measures M1. The Regional Reliability Organization shall provide evidence to its Compliance Monitor that annual Regional and Inter-Regional assessments of reliability for seasonal, near-term, and longer-term planning horizons, and special assessments, were developed and provided as requested by other Regional Reliability Organizations or NERC.

  14. 5. System Assessments (cont.) Expected future Standard: Standard TPL-001-2 — Transmission System Planning Performance Requirements R2. Each Transmission Planner and Planning Coordinator shall prepare an annual Planning Assessment of its portion of the BES. This Planning Assessment shall use current or qualified past studies (as indicated in Requirement R2, Part 2.6), document assumptions, and document summarized results of the steady state analyses, short circuit analyses, and Stability analyses. R8. Each Planning Coordinator and Transmission Planner shall distribute its Planning Assessment results to adjacent Planning Coordinators and adjacent Transmission Planners within 90 calendar days of completing its Planning Assessment, and to any functional entity that has a reliability related need and submits a written request for the information within 30 days of such a request. 8.1. If a recipient of the Planning Assessment results provides documented comments on the results, the respective Planning Coordinator or Transmission Planner shall provide a documented response to that recipient within 90 calendar days of receipt of those comments.

  15. Arizona-Southern California Outages on September 8, 2011 Excerpt from Recommendation 9: “WECC RE should then propose changes to improve the performance of planning studies on a subregional-and Interconnection-wide basis and ensure a coordinated review of TPs’ and PCs’ studies.”

  16. 6. Study Program Reviewed Biennially • The requirements of the Annual Study Program should be reviewed on a regular basis (biennially) • Base case development • System Assessment Compilation • TSS consensus on this item

  17. 7. Stressed Base Cases • Need for stressed base cases • Produce normally dispatched, less stressed cases along with the development of new tools designed to increased stress on specific paths for individual use. • Produce stressed base cases when requested • TSS consensus

Motion • Motion to approve the following revisions to the Annual Study Program (Effective 2013 upon approval) • Annual Study Program (ASP) will include creation of quality base cases • No Performance Log Items will be generated from ASP • ASP will no longer include RAS/Path Studies • ASP will include one special study from survey responses • System Assessment Summaries will be collected and compiled in ASP • ASP should be reviewed biennially • Stressed base cases will only be created on request
