The Best Practice – Incentives for EU USA – Government Performance and Results Act (1993) – strategic planning; Australia – Financial Management and Accountability Act (1997) – accrual- based appropriations; New Zealand – Fiscal responsibility Act (1994),Strategic Result Areas (1995) – on outputs based accrual appropriations, outputs towards outcomes.

  3. Initial Steps White Paper on European Governance (July 2001) – proposals for change: better involvement and more openness; better policies, regulation and delivery; global governance; refocused institutions.

  4. Initial Steps Mandelkern report on Better Regulation( 2001): Principles of Better Regulation: necessity, proportionality, subsidiarity, transparency, accountability, accessibility, simplicity. Tools of Regulatory Quality: alternatives to regulation, impact assessment, consultation, simplification, access to regulation.

  5. Key Documents Commision’s Communication on Impact Assessment (COM (2002)276, June 2002): added value of introducing Impact Assessment; gradual implementation of IA procedures; coverage of IA; the two stages of IA; the main components of extended IA.

Better Regulation Structure Directors of Better Regulation (DBR) – informal intergovernmental group; Economic Policy Committee (EPC)- identification of best practice, methods for assessing administrative burden put on business by EU legislation; European Public Administration Network (EPAN) – BR is one of the working areas; High level Group on Competitiveness (HLG) – review current criteria used by the EU in IA process in relation to the competitiveness.

  9. Problems Slow legislation and slow implementation process; One directive – different Impact Assessment results in member states; In many cases simplification is only regarded as reducing of administrative burden for SME; Luck of knowledge to use theory in practice; Luck of experience in ex- post evaluations in new member states.

  10. Future Intentions To introduce indicators for Regulation Quality; To introduce Performance Measurement in ministries; To involve new member states in different surveys and IA projects (The RIA Initiative – specific project of DBR); To expand understanding of simplification; Educational events.
