  23. Road to FAIR, NuStAR and Everything Schedule 2008    start of project 2013    first experiments 2016    completion Cost approx. 1.2 billion € (first phase 940 million) Funding 65%    German Federal Government 10%    State of Hesse 25%    international partners FAIR will be a German company: Gmbh FAIR Gmbh will be founded in 2008 (?) • Funding participants of FAIR project will become shareholders of FAIR Gmbh • Amount of shares based on contribution value • Direct contributions & in-kind contributions • Treshold contribution (1%-?) • Finland has committed to 0.5% or 6 MEuro and to contribute towards running costs FAIR pricetag: 1.2 GEuro ”I do not know why people are so impressed by money. I think that the first experiment that is done pays for the machine. After that, it’s gravy. I don’t think we should worry so much about money. Just because a machine costs a lot of money doesn’t mean you have to use it for a lot of dump experiments.” - Isaac Rabi, 1943 Nobel Prize winner for studies on the magnetic moments of nuclei FAIR/SFRS meeting at HIP Heikki Penttila Oct 6, 2008

  24. IN-KIND SPECIFICATION Instruction Each component of FAIR will be bought, built, or in any sense achieved according to a specification. This principle is valid for all components including in-kind contributions. The rules of placing an order to a firm or to a contributor are discussed in the AFI – but in any case organisational and technical supervision of the component will be done according to given specs. These specs will be a "tool kit" for the IKAB to give advices for in-kind contributions. By defining Specs we define the contributors as being "Contractors", FAIR GmbH as "customer" and the relation between them as a "purchase-like" situation. The contributor, which may have any organisational form agrees to take over certain duties from FAIR with accepting a contribution. Among these duties there is the duty to supervise the fabrication of the component and to report to FAIR. It may be possible, that he needs technical expertise, in which case he will be helped by experts of GSI or other external experts sent by FAIR GmbH. In any case the contributor has to establish a connection from FAIR GmbH to the productions site of the component. FAIR/SFRS meeting at HIP Heikki Penttila Oct 6, 2008
