  4. FIRST SERVICE INSTALLATION • Internal policy from prior to 1995 • New internal policy effective 10/01/2014 will require developers to install first service to a property • Procedure for service – Addendum A

REDEVELOPMENT SERVICE INSTALLATION • Previously AWU provided cost estimates for installation and completed installation per paid estimates • New internal policy effective 10/01/2014 will require developers to install, upgrade, relocate service lines per redevelopment plans for property • Procedure for service – Addendum B

ORDINANCE 990701-174 & PORTIONS OF ORDINANCE 20100225-018 • Commonly referred to as “Four Lot or Less” Ordinance • Each state that the City will install infrastructure in the Urban Watershed Zone • Recommending for Revocation • Financial burden to Utility to construct services • Goal of ordinance to increase urban infill has been achieved • Conflicts with current subdivision platting and infrastructure requirements • Procedure for service – Addendum C
