Questions I’ll Try to Answer Today • What is NGLC, and how is the League for Innovation involved? • What is a breakthrough model? • What institutions are creating them? • What are the models supposed to achieve? • What are some features they have in common? • What can you, as an innovator and/or adopter, take and use at this early stage?

  3. About NGLC • NGLC is identifying and accelerating the quality technology-enhanced solutions that are needed to redefine learning in the United States.

  6. NGLC Grant Awards • As of December 2012, NGLC has awarded $36,631,917 matching funding is still underway

  7. 78 grantees 300 partner institutions 29 postsecondary projects focused on blended learning, open core courseware, learning analytics and deeper learning 20 secondary education projects focused on innovative technology tools linked to the Common Core Grant Awards To Date And most recently:20 new breakthrough secondary schools, 10 postsecondary degree programs

Wave IIIb: New Degree Programs – Why? • One-size-fits-all instruction is only effective for a minority of students (Bloom, 1984) • Very few institutions nationally enroll and graduate high percentages of Pell-eligible students (Education Trust, 2012) • Institutions feel locked in to the status quo(National Center for Public Policy and Higher Education, 2008) • Online programs are exploding but their efficacy is doubted (Community College Research Center, 2011) • Too few innovative models exist combining affordability, access, and quality http://www.flickr.com/photos/philly_bike_coalition/5815514590/: used under CCC license

NGLC’s challenge: design programs that • Focus on outcomes for students • Spring from the best learning science research • Use technology for personalization and engagement • Combine online and face-to-face elements • Provide targeted student support • Use learning analytics • Innovate on both business and academic model, approaching time, human resources, and instructional delivery differently

What They’re Aiming at: 50/5/5 Targets • Launching in (or by) fall 2013 • 500 students in first year, 5,000 students by 5th year after launch • 50% AA completion rate in 3 years for Pell-eligible & minority students • $5,000-$7,500 in average education & related spending; sticker price $5,000 or less

  16. Modular Courses Model: KCTCS • Kentucky Community and Technical College System: Direct2Degree • General education courses each converted to 2-3 modules, with pre- and post-assessments • “One at a time” progression • Pace of progress increased by eliminating term breaks

  17. Modular Model: Georgia • University System of Georgia Board of Regents (with Columbus State University) • Stacked credentials: • Certificate • Associate’s degree • Bachelor’s degree • Self-paced online modules that complement instructor-paced short-session online courses

Hallmarks of the Breakthrough Models: Competency Program Features • Students can show what they already know • Students can demonstrate learning (rather than test-taking skill) • Faculty can work together on what students need to know • Employers’ needs can play a role in the program development process • Graduates can point to specific outcomes of their learning
