  2. Fighting crime effectively.. Requires:- • building effective partnerships across sectors • better sharing of information & best practice • new mechanisms for engaging rural communities • building resilience within rural communities to improve deterrence and prevention • a strategy beyond just farm and wildlife crime • applied in an appropriate local context

  3. NRCN Objectives • Act as a think tank on rural crime strategy • Facilitate region by region comparison of operational techniques in rural areas, to seek out and share best practice • Develop and target good publicity to encourage a stronger local response from the rural public

  4. Objectives continued.. • Facilitate a national discussion between relevant rural partners and national organisations/watch groups • Act as a forum to consider effective Community Safety initiatives across rural areas.

Our partners… • Network is multi-sectoraland multi agency • Strategic group with strong links to top policy and decision makers • Committed partners include: • 28 PCCs and Forces, plus the Home Office • Countryside Alliance, CLA, Crimestoppers and Neighbourhood Watch • Farmers Weekly magazine • NFU and NFU Mutual • National Community Safety Network

  6. Who else? • Association of PCCs and National Policing Leads • College of Policing Inclusive approach, others might include… • Local Government Association • National Federation of Small Businesses • Action with Communities in Rural England - (ACRE) • Others???

The benefits…. • A forum which sits outside of but remains complimentary to the objectives of PCCs/Forces and their Associations • Enables confidential information/intelligence sharing to continue across police personnel without risk of compromise • RSN has strong established links/credibility with many rural organisations & existing partners – early momentum and buy in

Other benefits and opportunities.. • Potential commercial sponsorship – low cost, low risk for many benefits accruing • Opportunity to engage across web based knowledge hub as well as through meetings • Powerful alliance of rural stakeholders and interests through which policy/practice can be refined, honed & shared by practitioners/professionals • Direct link to the All Party Parliamentary Group on Rural Services – annual meeting

  9. Priorities for 2015/16 • Theft – plant, fuel, metal, livestock etc • Fly grazing • Fly tipping • Business Crime • Cross Border issues • Wildlife/Poaching • Heritage (including night hawking) • Anti social behaviour • Off road vehicles

Recent achievements • Home Office PIF support for 2 years circa £57K • NFU Mutual sponsorship • Chairman and Vice Chairman appointed • Executive Board of 10 (including NCSN) • SLAs for secretariat and finance being formalised • Invitations to speak/participate at other events • Media interest

  11. Next steps… • Procure and go live with website • Currently using RSNonline.org.uk • Build membership and interest • Social media • Evaluation • National survey of rural crime attitudes • Links to commercial partners

  12. Potential issues… • Funding concerns for rural policing – analysis/lobbying for resources? • Rural crime is not a key issue for every P&CC • Resourcing the Network from year 3 to make it sustainable • Buy in from operational personnel and teams????
